Reliance Industries Ltd. to build multimodal logistics park in Mappedu, Tamil Nadu

The project proposes the construction of the first Multimodal Logistics Park (MMLP) by Reliance Industries Ltd. at Mappedu in the Tiruvallur district of Tamil Nadu.

The Ministry of Road Transport and Highways (MoRTH) is building 35 MultiModal Logistics Parks (MMLPs), out of which 15 MMLPs are prioritised in the next three years, under the “PM Gati Shakti National Master Plan (NMP),” which was launched in October 2021 and brings together 16 Union Ministries, including MoRTH. 

The plan should improve multimodal connectivity and last mile connectivity throughout the country. Additionally, National Logistics Policy (NLP), which focuses on these two key areas, namely Effective integration between various agencies in the logistics ecosystem and deploying and embracing newer technologies to smooth the process flow, was launched in 2022 in order to make the industry more efficient and resilient. One of the top places chosen for the construction of an MMLP under this programme is Chennai.  

MMLPs by MoRTH also lays the foundation of development of such large-scale state-of-the-art infrastructure projects in Public Private Partnership (PPP) mode for which both the Central Government and State Government have come together.

MultiModal Logistics Park (MMLP), Mappedu

MMLP Chennai is being built on 184.27 acres of land close to Mappedu. A private developer (RIL) will construct the actual MMLP infrastructure while a Special Purpose Vehicle (SPV) formed by the National Highway Logistics Management Ltd, Rail Vikas Nigam Ltd, Chennai Port Authority, and Tamil Nadu Industrial Development Corporation provides the land and connectivity for the project.

The project’s estimated cost is INR 1,424 crores. Total Concession period is 45 years. The SPV will build a new rail siding to the MMLP site with a length of 10.5 Kilometres at an estimated cost of INR 217 Crores. It will also provide 4 lane National Highway (NH) connectivity of 5.4 Kilometres at an estimated cost of INR 104 Crores. 

The three phases of the MMLP’s completion are expected to cost the developer INR 783 crores. By 2025, Phase-1 development should be completed, allowing for the start of other commercial operations. The MMLP in Chennai, which is strategically situated 52 kilometres from the Chennai Port, 80 kilometres from the Ennore Port, and 87 kilometres from the Kattupalli Airport, will serve as the main logistical hub for the southern region.
