The Uttar Pradesh government has approved YEIDA Phase II under the Master Plan 2031. This phase focuses on urban development in Mathura, Agra, Aligarh, and Hathras. The Yamuna Expressway Industrial Development Authority (YEIDA) aims to boost infrastructure and economic growth.
Under the YEIDA Master Plan 2031, the development of the Yamuna Expressway area is progressing in a phased manner. The overall project spans approximately 3,352 SqM, covering 1,149 villages across six districts. These include Gautam Buddha Nagar, Bulandshahr, Agra, Aligarh, Mathura, and Hathras.
Key Developments in YEIDA Phase II
Out of the total planned area, YEIDA Phase I covers 759 SqKm, focusing on Gautam Buddha Nagar and Bulandshahr. Meanwhile, YEIDA Phase II is set to expand across 2,593 SqKm, bringing major urban transformation to Agra, Aligarh, Mathura, and Hathras.
This phase will establish four urban centers:
- Raya Urban Center in Mathura
- Tappal-Bajna Urban Center in Aligarh
- Agra Urban Center
- Hathras Urban Center

YEIDA has already prepared detailed project reports (DPRs) for the Raya and Tappal-Bajna Urban Centers and is in the process of selecting developers. Additionally, a consultant has been appointed for the Agra Urban Center, while the hiring process is underway for the Hathras Urban Center. Furthermore, the authority plans to expedite land acquisition and fast-track project execution. These efforts align with the upcoming Noida International Airport launch.
Key Highlights: Heritage City & Logistics Park
A major highlight of YEIDA Phase II is the establishment of a Heritage City in Mathura’s Raya Urban Center. This ambitious project, spanning approximately 753 Hectares, is valued at 7,200 INR-Crore. Designed to promote cultural tourism, the Heritage City aims to attract both domestic and global visitors. YEIDA has appointed consultants to prepare bid documents for a global tender to develop this landmark project.
Meanwhile, the Tappal-Bajna Urban Center in Aligarh will feature a logistics park, strategically designed to enhance cargo handling and boost industrial growth. This facility will serve as a crucial logistics hub, improving supply chain efficiency along the Yamuna Expressway corridor.

Additionally, in Agra, YEIDA has planned another Heritage City along both sides of the Yamuna Expressway. A private consultant has been assigned to prepare a detailed master plan, with project completion targeted within nine months. This initiative will further elevate Agra’s cultural and economic landscape.
