Overview:

In Q4 of FY 2024-25 (January-March 2025) Biltrax’s BX-1 platform documented nearly 2,471 building construction projects across India. These projects collectively span an anticipated construction area of 678.73 Million-SqFt, with an estimated construction cost of 249,335 INR-Crore (approximately 30.04 USD-Billion). During this period, 3,546 companies were also mapped, including 1,847 project owners and 1,599 consultants. Additionally, BX-1 recorded 929 tenders, with more than 679 still active, along with 1,013 awarded contracts estimated at 78,410.13 INR-Crore.

Sector-Wise Distribution

Similar to the last three quarters, the private sector lead the developments during the last quarter of FY 2024-25. Our BX-1 platform identified nearly 1,654 private sector projects, collectively spanning 537.75 Million-SqFt in construction area. The total estimated construction cost for these developments stood at 195,894 INR-Crore. These involved a range of participants, including private developers, clients, and hospitality management firms. 

Meanwhile, the public sector and public-private partnerships (PPP) contributed 817 projects. These span a total anticipated 140.99 Million-SqFt of construction area, with a combined construction cost of 53,441 INR-Crore. This included 11 Public–Private Venture projects valued at 1,717 INR-Crore. Public sector activity comprised projects driven by government agencies, government developers, and government clients.

The West zone continued to lead in Q4 FY 2025, contributing 971 building construction projects collectively valued at 93,702 INR-Crore. This sustained its position from the first three quarters of the fiscal year.

A. North Zone

Building Construction Projects in the North Zone (Q4 FY 2024-25)

The North zone recorded 410 projects in Q4 FY 2024-25, covering 140.62 Million-SqFt with a construction cost of 47,078 INR-Crore. Of this, private sector developers contributed 161 projects spanning 80.66 Million-SqFt. These were valued at an estimated 26,390 INR-Crore, accounting for 56% of the total construction value. Meanwhile, the public sector was responsible for 249 building projects amounting to 20,688 INR-Crore.

Leading States in the North Zone

Since Q2 FY 2024-25, Uttar Pradesh remained the leading state in the North zone. In Q4 alone, the state recorded 163 building construction projects spanning 60.63 Million-SqFt. The total construction cost stood at 20,207 INR-Crore, accounting for nearly 43% of the zone’s overall construction value.

BX-1 also recorded the highest number of tenders in Uttar Pradesh during the said quarter, totaling 130 tenders. These were valued at an estimated 5,700 INR-Crore, representing 47% of the North zone’s total tender value.

The National Capital Region Transport Corporation (NCRTC) is driving infrastructure growth in Uttar Pradesh. To maximize land use, the corporation has invited bids to appoint a Project Management Unit (PMU) for property development along the Delhi-Ghaziabad-Meerut Namo Bharat corridor.

Moreover, NCRTC plans to develop retail, residential, commercial, institutional, recreational, and entertainment spaces, fostering economic growth and urban expansion.

The identified land parcels include 2.4 Ha in Ghaziabad, 31 Ha at Duhai Depot, 9.7 Ha in Bhaisali, Meerut, and 31 Ha at Modipuram Depot.

During the fourth quarter of FY 2024-25, Biltrax documented 254 project owners and 226 consultants in the North zone. Among them, NBCC (India) Limited played a significant role, undertaking 12 projects as a government developer, with a total value of 8,244 INR-Crore. Additionally, the company is serving as a Program/Project Management Consultant (PMC) for 12 building projects, amounting to 4,280 INR-Crore.

Furthermore, BX-1 tracked 35 contracts awarded by NBCC (India) Limited, totaling 14,617.51 INR-Crore. Of these, 18 contracts for General/Turnkey/EPC Contractors made up 14,347 INR-Crore. 
Meanwhile, Gian P Mathur & Associates Private Limited (GPM) is serving as the design architect for 8 projects worth 3,084 INR-Crore. The firm is also engaged as the structural engineer for 4 projects. These are – two NBCC redevelopment projects — GPRA Colony Package VII A & B in Sarojini Nagar, New Delhi.


B. Northeast Zone

In the Northeast zone, BX-1 recorded 175 building projects during Q4 FY 2024-25. These cover a total 15.84 Million-SqFt of construction area and are valued at 3,103 INR-Crore. Public sector initiatives led the activity, accounting for 75 building projects worth 6,268 INR-Crore. During this period, the private sector accounted for 53 building projects worth 1,127 INR-Crore. Meanwhile, the public sector contributed 122 projects with a total value of 5,141 INR-Crore.

Additionally, BX-1 monitored 125 tenders in the said zone during the last quarter, representing a total tender value of 5,573 INR-Crore

Leading States in the Northeast Zone

Assam emerged as the key driver of building construction in the Northeast zone during Q4 FY 2024-25, with 87 projects tracked. These developments covered 6.51 Million-SqFt and were valued at 2,355 INR-Crore, making up more than 37.57% of the zone’s total construction value. Additionally, Assam accounted for 35.79% of the awarded contracts mapped in the Northeast zone. This further highlights the state government’s ongoing commitment to building projects.

Key Stakeholders in the Northeast Zone (Based on Construction Cost)

The Northeast zone saw significant activity last quarter, with BX-1 mapping 87 project owners and 73 consultants involved in 175 projects. The platform mapped a total 15 Eklavya Model Residential School projects during this period. Meghalaya Infrastructure Development & Finance Corporation Ltd (MIDFCL) is undertaking 13 of these across various districts of Meghalaya. Meanwhile, Arc Test House & Consultants LLP is serving as the Design Architect and Program/Project Management Consultant (PMC) for all these projects.

Biltrax mapped 48 design architects among the total consultants. Notable firms included Archogen Design Studios, Collage Design, and AXYKno Capital Services Pvt Ltd—each involved in projects valued between 200 and 215 INR-Crore.

During the same period, authorities issued 125 tenders, of which 116 specifically aimed to select contractors. A key development was the 30 tenders issued by the Public Works (Building & NH) Department (PWD), Assam, collectively worth over 840 INR-Crore.

C. East Zone

In Q4 FY 2024-25, BX-1 tracked 268 building projects in the East zone, spanning a total construction area of 37.81 Million-SqFt and valued at 14,635 INR-Crore. Notably, the private sector played a key role, contributing to 178 projects worth 10,024 INR-Crore.

West Bengal dominated the East zone during the last quarter in building project count, marking a shift from the previous quarter. The state implemented 103 building projects spanning 14.65 Million-SqFt. These were worth a total 5,332 INR-Crore, contributing over 36% of the zone’s total construction value.

Additionally, West Bengal is poised for significant growth in the hospitality and tourism sector. The state has planned substantial investments over the next two years. Principal Secretary – Home and Tourism, Nandini Chakravorty, announced that the government will add 40 new luxury hotels to its organized room inventory. These additions are set to attract investments worth 5,770 INR-Crore.

As part of this push, the government will develop 10 luxury hotels in and around Siliguri. This will further enhance the region’s tourism infrastructure. In addition, the state is actively promoting MICE tourism—focusing on Meetings, Incentives, Conferences, and Exhibitions. It has identified cities such as Asansol, Durgapur, and Digha to lead this effort. Through these initiatives, West Bengal aims to establish itself as a top destination for both business and leisure travelers.

Key Stakeholders in the East Zone (Based on Construction Cost)

In Q4 FY 2024-25, BX-1 identified 215 project owners in the East zone. Notably, Krishna Group & Paramitra Smart Infra SNA Private Limited were each engaged in developing a residential project, worth more than 450 INR-Crore. During this period, our platform also identified 101 design architects involved in 136 projects. Of these, MS Architects & Structural Consultants and Arch EN Design emerged as the top firms. These firms contributed to projects valued at 458 INR-Crore and 360 INR-Crore, respectively.

Additionally, BX-1 mapped 17 tenders issued by the Building Construction Department (Bihar) and 14 awarded contracts worth 481 INR-Crore. Raj Construction (Ranchi) and Tribeni Constructions Limited emerged as the top awardees, securing major contracts in the healthcare and education sectors.

D. West Zone

Building Construction Projects in the West Zone (Q4 FY 2024-25)

The West zone consistently led the building construction landscape throughout all four quarters of FY 2024–25. During Q4, BX-1 in the region recorded 971 building projects, worth a combined construction cost of 93,702 INR-Crore. These projects encompassed a total construction area of 265.98 Million-SqFt. The private sector was involved in 840 building projects worth 87,145 INR-Crore, while the public sector undertook 131 projects amounting to 6,557 INR-Crore.

Leading States in the West Zone

Maharashtra was the leading contributor to construction activity in the West Zone, representing over 72% of the zone’s total construction value. During Q4 FY 2024-25, BX-1 mapped 638 building projects in Maharashtra alone, with a combined construction cost of 68,140 INR-Crore.

The Maharashtra Government is actively driving infrastructure growth by unlocking the potential of state-owned land for real estate development. As part of this initiative, the government has invited real estate developers to participate in projects on 3,360 Acres of land owned by the Maharashtra State Road Transport Corporation (MSRTC). These parcels will be developed under Public-Private Partnership (PPP) models on a build-operate-transfer basis. The plan includes developing commercial properties such as offices, hotels, shopping centers, and retail spaces, along with the construction of 100-bed hospitals at district-level sites and facilities for MSRTC operations. 

Building on this momentum, in March 2025, the Maharashtra Housing and Area Development Board (MHADA) awarded a significant redevelopment project for Motilal Nagar 1, 2, and 3 to Adani Realty in Mumbai, Maharashtra. With an order value of 36,000 INR-Crore, this project stands as one of the largest redevelopment initiatives in the city.

Key Stakeholders in the West Zone (Based on Construction Cost)

BX-1 identified 848 project owners and 802 consultants in the West zone during the previous quarter. Notably, 768 private developers were mapped. Kolte Patil Developers Limited, Raheja Universal, and Godrej Properties Limited emerged as significant contributors, particularly in Maharashtra. Each of these developers is involved in projects valued at over 1,380 INR-Crore.

Among the design architects, Mansi Shah Architect and Spacecitiz Design Studio were together involved in 14 building projects in Gujarat. Meanwhile, K C Shah & Consultants and SK Consultants & Engineers were among the top structural engineers, particularly in Maharashtra. K C Shah & Consultants is engaged in 4 projects with a construction cost of 950 INR-Crore, while SK Consultants & Engineers undertook 12 projects worth 761 INR-Crore.

The zone witnessed significant activity primarily by the Public Works Department, Maharashtra (PWD). The platform recorded 44 tenders issued by the department, amounting to 1,283 INR-Crore, along with 160 awarded contracts valued at 2,343 INR-Crore. BG Shirke Construction Technology Private Limited secured 4 major contracts with a combined value exceeding 1,200 INR-Crore. Three of these were awarded by the Maharashtra Housing and Area Development Board (MHADA).

E. South Zone

In the South zone, BX-1 monitored 544 building projects, estimated at 74,489 INR-Crore. Among them, 74 projects surpassed a construction value of 250 INR-Crore. While the private sector recorded 390 building projects, the public sector contributed 154. Their respective values stood at 67,322 INR-Crore and 7,167 INR-Crore. Additionally, BX-1 tracked 176 tenders in the South zone during this period

Karnataka led the zone in terms of construction cost, with projects worth 35,373 INR-Crore—about 47% of the zone’s total. Telangana followed with 109 projects totaling 25,225 INR-Crore, contributing nearly 34%.

In Q4 FY 2024-25, BX-1 recorded 434 project owners in the South zone. IRA Realty Tech Private Limited and E-Infra collaborated on a major development worth nearly 3,600 INR-Crore. Meanwhile, Vishwa Samudra Group and Birla Estates each undertook projects exceeding 1,850 INR-Crore in construction costs.
During this period, the platform also recorded 340 consultants, including 182 design architects. RSP Design Consultants India Private Limited played a notable role, contributing to projects worth over 4,000 INR-Crore. Furthermore, the Andhra Pradesh Capital Region Development Authority (APCRDA) contributed for 30% of the total tender value.

F. Central Zone

In the Central zone, BX-1 documented 103 building projects in Q4 FY 2024-25. These accounted for 23.69 Million-SqFt of construction area, with a total construction cost of 13,163 INR-Crore. The private sector reported 32 building projects worth 3,886 INR-Crore, whereas the public sector recorded 71 projects valued at 9,277 INR-Crore. Additionally, the platform documented 81 tenders with a total tender value of 2,622 INR-Crore.

Leading States in the Central Zone

Madhya Pradesh was a standout state in the Central zone during the last quarter of FY 2024-25. The state undertook 73 projects, contributing over 88% of the zone’s total construction value. These stood at 11,627 INR-Crore. Additionally, BX-1 recorded 55 awarded contracts and 52 tenders in the state during this period.

In efforts to transform Ujjain, the Madhya Pradesh Government is planning to develop a spiritual city, spanning 3,300 Ha. The proposed city will include schools, colleges, hospitals, and lodging (dharamshala). It aims to create a well-rounded ecosystem for residents as well as visitors. The project also opens avenues for private sector participation.

Key Stakeholders in the Central Zone (Based on Construction Cost)

Among the 41 developers registered in the Central zone, 17 were government entities. Notably, the Chhattisgarh Housing Board (CGHB) and Nava Raipur Atal Nagar Vikas Pradhikaran (Naya Raipur Development Authority) are each undertaking commercial projects valued at over 100 INR-Crore. Madhya Pradesh Police Housing & Infrastructure Development Corporation (MPPHC) is actively executing 17 building projects. 

Of the total tenders mapped, two from NBCC (India) Limited stood out, with a combined project value of 6,516 INR-Crore. Additionally, out of the 63 contracts recorded, 31 were awarded by the Public Works Department, Madhya Pradesh (MP PWD), and Madhya Pradesh Housing & Infrastructure Development (MP Housing). Together, these accounted for nearly 50% of the zone’s total contract value.
