These encompass more than 17.59 Billion-SqFt of construction area and a total estimated construction value of 10,572,299 INR-Crore (1.24 USD-Trillion). These projects account for a significant %age of India’s construction industry, highlighting Biltrax’s comprehensive coverage and crucial role in the sector. Overview:
Q3 of FY 2024-25 (October-December 2024) saw substantial growth in India’s building construction sector, with 2,303 building projects identified through Biltrax’s BX-1 platform. These projects cover an anticipated construction area of 690.2 Million-SqFt with an estimated construction value of 248,350 INR-Crore (29.22 USD-Billion). Additionally, 965 tenders were identified during this quarter, with over 760 currently active, and 682 contracts awarded, amounting to an estimated construction value of 23,819.68 INR-Crore.
Sector-Wise Distribution
Private developers led the way with 1,601 projects, accounting for an anticipated construction area of 551.74 Million-SqFt and an estimated construction cost of 196,016 INR-Crore. Meanwhile, the public sector and public-private partnerships (PPP) contributed 702 projects. These cover approximately 138.46 Million-SqFt of construction area and are valued at an estimated 52,334 INR-Crore.

A. North Zone
Building Construction Projects in the North Zone (Q3 FY 2024-25)
The North zone recorded a total of 304 projects, encompassing 128.61 Million-SqFt and valued at 47,958 INR-Crore. Of these, the private sector, with 142 projects, contributed over 57% of the total construction value. Meanwhile, the public sector, with 162 projects, accounted for nearly 43%, demonstrating significant contributions from both sectors. Moreover, BX-1 recorded 177 tenders during Q3 FY 2024-25, with 146 focused on selection of the contractor.
Sector-wise Distribution (North Zone)
Additionally, the residential building use category played a dominant role, representing over 55% of the total projects. This further emphasizes its major share in the overall construction landscape.
Leading States in the North Zone
Uttar Pradesh led the North zone with 122 building projects, covering 63.17 Million-SqFt, valued at 23,671 INR-Crore, contributing to almost 50% of the zone’s total construction value. Haryana followed with 49 projects accounting for nearly 24%.

New Noida development (Illustrative image)
Uttar Pradesh continues to lead the way in new developments, due to the government’s concerted efforts to promote growth through innovative policies and initiatives. A significant initiative in this regard is the development of New Noida by the Uttar Pradesh Government. This modern city will span 84 villages in the Dadri and Bulandshahr regions, aiming to become one of India’s most advanced urban centers. The project will unfold in four phases featuring smart infrastructure, such as advanced traffic management, surveillance systems, and a strong focus on sustainable development, positioning it as a major economic center.
Additionally, the Uttar Pradesh legislative assembly passed four bills to reform higher education, including regulations allowing private foreign universities to set up offshore campuses in the state.

In the North zone, BX-1 identified 215 project owners, 149 consultants, and 16 contractors during Q3 FY 2024-25. Leading the expansion of the luxury hospitality sector, private developers like Villashare Tech Pvt Ltd, Cygnett Hotels and Resorts, and Taj Hotels Resorts & Palaces are spearheading 5-star hotel projects, each valued at over 400 INR-Crore. Moreover, the Central Public Works Department (CPWD) is involved in 16 projects majorly in Uttar Pradesh, Delhi and Rajasthan. These cover a combined construction area of 3.70 Million-SqFt with a total construction cost of 2,780 INR-Crore.

B. Northeast Zone
Building Construction Projects in the Northeast Zone (Q3 FY 2024-25)
In the Northeast zone, BX-1 reported 101 building projects during Q3 FY 2024-25. These cover a total 8.41 Million-SqFt of construction area and are valued at 3,103 INR-Crore. Public sector initiatives led the activity, accounting for 75 building projects worth 2,315 INR-Crore. Meanwhile, the private sector contributed 26 building projects with a combined construction value of 788 INR-Crore.

Of the 101 projects tracked, Assam dominated the Northeast zone’s building construction landscape in Q3 FY 2024-25. The state saw 52 projects take shape, covering 4.61 Million-SqFt and amounting to 1,420 INR-Crore, accounting for more than 45% of the region’s construction value.

The Northeast zone saw significant activity last quarter, with BX-1 mapping 22 private developers and 22 government developers. Additionally, 59 consultants were involved in various projects across the region. A notable highlight from the region is “Olivia Garden,” a landmark 18-floor residential project by Shrachi Group in East Medinipur, West Bengal. Spanning 13.61 Million-SqFt., the project is valued at 374 INR-Crore. Maniramka & Associates is the design architect, SPA Consultants is handling structural engineering, while GK Infratech oversees civil construction.

C. East Zone
Building Construction Projects in the East Zone (Q3 FY 2024-25)
Sector-wise Distribution (East Zone)
Out of the total projects recorded during Q3 FY 2024-25, the East zone accounted for 357 building projects, covering a construction area of 42.12 Million-SqFt with a total construction cost of 12,660 INR-Crore. The private sector played a dominant role, accounting for 242 projects worth 8,966 INR-Crore. Moreover, the public sector contributed 115 projects with a combined value of 3,694 INR-Crore.
Leading States in the East Zone
In Q3 FY 2024-25, Odisha led construction activity in the East zone with 82 building projects spanning 11.84 Million-SqFt and valued at 3,591 INR-Crore. The state contributed nearly 28.36% of the total construction value in the region. West Bengal followed with 92 projects worth 3,376 INR-Crore.

The Odisha Government is set to launch the ‘Godabarish Mishra Adarsh Prathamik Vidyalaya Yojana‘, a major step towards improving the state’s educational infrastructure. The scheme will see the construction of 6,794 modern primary schools, one in each panchayat. This initiative reflects the government’s commitment to enhancing educational facilities. It aims to boost literacy and development in rural and urban areas across the state.
Key Stakeholders in the East Zone (Based on Construction Value)
In Q3 FY 2024-25, BX-1 identified 257 project owners in the East zone, along with 164 consultants. The zone demonstrated significant progress during this period, marked by advancements in healthcare as well as educational projects. Notable, the Government of Odisha Works Department is leading 20 healthcare projects, significantly contributing to the East region’s healthcare development. Meanwhile, Jharkhand State Building Construction Corporation Ltd is overseeing the development of 21 educational institutes in the region, with a total construction value of 765 INR-Crore.

D. West Zone
Building Construction Projects in the West Zone (Q3 FY 2024-25)
The West zone led India’s construction sector during Q3 FY 2024-25, with 974 building projects spanning 285 Million-SqFt worth a combined construction cost of 103,466 INR-Crore. The private sector led the region, contributing 85% of the total construction value with 794 projects worth 88,955 INR-Crore. Meanwhile, the Public and public-private ventures are executing 180 projects, valued at an estimated 14,511 INR-Crore.

Maharashtra stood as the leading state in the West zone, contributing over 65% of the total construction value, amounting to 67,392 INR-Crore. The state was predominantly driven by private sector investments, which accounted for nearly 85% of the construction value.

The Government of Maharashtra, alongside the efforts of private players, continues to prioritize and drive substantial infrastructure development across the state. Recently, the Maharashtra Housing and Area Development Authority (MHADA) announced a plan to construct 2.5 lakh new homes in Mumbai over the next five years to provide more affordable housing. MHADA owns 2,000 Ha of land in Mumbai, and plans to prioritize the redevelopment of old buildings across 114 layouts in the suburbs. This initiative will be implemented through a combination of new construction and redevelopment schemes.

Key Stakeholders in the West Zone (Based on Construction Value)
In the last quarter, BX-1 tracked a significant 714 private developers and 62 government developers in the West zone. Noteworthy private developers such as Hiranandani Developers Pvt Ltd, Bajaj Finserv, and Celestial Landmarks are together developing projects worth 11,513 INR-Crore.
During this period, 179 tenders were tracked, totaling 13,609.81 INR-Crore in tender value, with Maharashtra accounting for a dominant 62.73%. Among these, the Municipal Corporation of Greater Mumbai (MCGM) issued 4 tenders worth 2,200 INR-Crore and awarded 5 contracts valued at 1,944.5 INR-Crore, focusing on large-scale, high-value projects. Meanwhile, the Public Works Department, Maharashtra (PwD) issued 33 tenders with a total tender value of 1,229.43 INR-Crore and awarded 142 contracts amounting to 3,884.28 INR-Crore.

E. South Zone
Building Construction Projects in the South Zone (Q3 FY 2024-25)
Sector-wise Distribution (South Zone)
The South zone reported 489 building projects during Q3 FY 2024-25, encompassing a total construction area of 210.79 Million-SqFt. These are valued at a combined construction cost of 76,952 INR-Crore. Dominating the sector, private developers undertook 366 projects worth 68,054 INR-Crore, representing over 88% of the total construction value. Meanwhile, the public sector accounted for 123 projects with a combined construction value of 8,898 INR-Crore.
Leading States in the South Zone
Among the 489 building projects recorded in the South Zone, Telangana stood out as the leading contributor, representing over 40% of the total construction value. The state implemented 105 building projects worth nearly 33,140 INR-Crore. Meanwhile, Tamil Nadu led the region in terms of number of projects by implementing 154 new developments.

During Q3 FY 2024-25, Biltrax’s BX-1 platform tracked 369 project owners and 268 consultants in the South zone. A total of 298 private developers were documented with a combined construction cost of 65,334 INR-Crore. Leading the way, Aishwarya Constructions, Meera Shantivanam Pvt Ltd, and Sri Sreenivasa Infra are developing residential projects, each valued at over 2,500 INR-Crore. Additionally, Kongunad Hospitals Pvt Ltd and Apollo Hospitals emerged as two prominent healthcare companies in the South Zone, each leading the development of significant projects valued at 200 INR-Crore and above.

F. Central Zone
Building Construction Projects in the Central Zone (Q3 FY 2024-25)
In the Central zone, BX-1 documented 78 building projects, covering 15.27 Million-SqFt worth a total construction cost of 4,211 INR-Crore. The private sector contributed 31 projects valued at 1,821 INR-Crore, while public and public-private ventures accounted for 47 projects worth 2,390 INR-Crore. This indicates a stronger contribution from the public and PPP ventures in the region’s construction activities.

In Q3 FY 2024-25, the Central zone saw significant contributions from both Madhya Pradesh and Chhattisgarh. Madhya Pradesh, with 43 projects, accounted for 67.06% of the total construction value, totaling 2,824 INR-Crore. Similarly, Chhattisgarh, implemented 35 projects valued at 1,387 INR-Crore during the last quarter. The state contributed to nearly 33% of the region’s overall construction cost.

Among the total projects monitored, government developers accounted for a combined construction value of 2,231 INR-Crore. The region implemented 11 healthcare projects, with the Directorate of Health Services, Madhya Pradesh, planning to establish three medical colleges as well as upgrading district hospitals in Ashoknagar, Guna, and Betul. These public-private ventures, each valued at 260 INR-Crore, will significantly improve healthcare infrastructure in the central zone.
