As the final quarter of FY 2024-25 wrapped up, India’s transport and sports infrastructure sectors continued to witness steady momentum in construction activity. From metro network expansions to airport upgradations and large-scale stadium developments, the country’s infrastructure ambitions remained on track, driven by both public investment and PPP models.

Continuing our zonal analytics series, this second article highlights the construction landscape of India’s transport and sports infrastructure sectors during Q4 FY 2024-25. Drawing insights from Biltrax’s BX-1 platform, this article offers a detailed analysis of key stakeholders, quarterly trends, and government-led initiatives across these sectors. Government Initiatives

In Q4 of FY 2024-25 (January-March 2025), India reaffirmed its commitment to strengthening transport and sports infrastructure. This effort aligns with the country’s broader goals of improving regional connectivity, boosting urban mobility, and preparing to host future international sporting events.

In January 2025, India achieved a significant milestone when its metro network crossed the 1,000 Km mark, as reported by the Ministry of Housing and Urban Affairs. India now boasts the third-largest metro network in the world. This expansion, which spans 23 cities across 11 states, further underscores the government’s ongoing efforts to enhance urban mobility and connectivity.

Simultaneously, the Ministry of Civil Aviation announced a revamped UDAN (Ude Desh ka Aam Nagrik) scheme. The new plan aims to add 120 new destinations and serve 4 Crore passengers in the next decade. This builds on the success of Phases 1 to 4, which connected 619 routes and served 1.5 Crore passengers by early 2025. 

Together, these developments reflect a focused push towards inclusive growth. They are designed to make mobility more accessible and lay the groundwork for world-class transport and sports infrastructure.

Overview

During Q4 FY2024-25, BX-1 identified 40 Transport and Sports Infrastructure projects with a total estimated cost of 4,880 INR-Crore (587.95 USD-Million). During this period, BX-1 mapped the issuance of 53 tenders, with more than 45 still active. Additionally, the platform recorded 49 awarded contracts, collectively valued at 7,358 INR-Crore.

Zone-wise Distribution

North Zone – Delhi, Haryana, Himachal Pradesh, Jammu & Kashmir, Punjab, Rajasthan, Uttar Pradesh, Uttarakhand, Chandigarh, Ladakh. 

Northeast Zone – Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura. 

East Zone – Andaman & Nicobar Islands, Bihar, Jharkhand, Orissa, West Bengal. 

West Zone – Dadra & Nagar Haveli, Daman & Diu, Goa, Gujarat, Maharashtra. 

South Zone – Andhra Pradesh, Karnataka, Kerala, Lakshadweep, Pondicherry, Tamil Nadu, Telangana. 

Central Zone – Madhya Pradesh, Chhattisgarh.

Across the fourth fiscal quarter of 2024–25, the North zone showed notable progress in transport and sports infrastructure activity. It recorded an outlay of 1,432 INR-Crore across 7 projects, contributing 29.34% of the total construction value. Notably, the South zone also maintained its positive momentum, recording 8 projects and accounting for 28.75% of the overall value. The West zone followed with a steady performance, contributing 27.56% of the total construction outlay.

A. North Zone

During the last quarter, Haryana and Uttar Pradesh led the North Zone in terms of the number of transport and sports infrastructure projects. In particular, a large-scale metro project played a central role in elevating Haryana’s overall project value. This key project, named Gurugram Metro Rail, is led by the Haryana Mass Rapid Transport Corporation (HMRTC) in collaboration with Gurugram Metro Rail Limited (GMRL)

It is one of the largest public transport initiatives in the region. Systra MVA Consulting Private Limited has been appointed as the design architect, responsible for detailed design and GFC architecture. In March 2025, the authorities floated a tender for the construction of a viaduct and 14 elevated metro stations from Millennium City Center to Sector 9. The tender also includes architectural finishing works for the corridor between Millennium City Center and Cyber City.

Spanning 28.80 km, the Gurugram Metro line will feature 27 stations, including six interchange stations. The specific package tendered in March covers a 15.221 Km viaduct and carries a construction cost of 1,286 INR-Crore.

Meanwhile, Uttar Pradesh Project Corporation Limited (UPPCL) undertook two sports complex projects in the Prayagraj and Bhadohi districts of Uttar Pradesh.

In preparation for the 38th National Games, held from 28th January to 14th February 2025, the Uttarakhand government introduced a legacy policy to ensure long-term use of the sports facilities developed for the event. As part of this plan, the state proposed setting up sports academies at the new venues to promote ongoing athletic activity beyond the Games.


B. Northeast Zone

In the Northeast Zone, key infrastructure developments during Q4 FY 2024-25 focused on expanding sports facilities and improving regional air connectivity, especially in Assam and Meghalaya. During this period, the BX-1 recorded 4 sports infrastructure contracts from the Public Works (Building & NH) Department (PWD), Assam. The platform also documented 3 tenders issued by the department in the Northeast Zone.

A key development in the region was a tender issued by the Airports Authority of India (AAI) for the proposed Greenfield Airport at Doloo in Cachar, Assam. The tender seeks a consultant to prepare the Detailed Project Report (DPR). The project is estimated at a construction cost of 100 INR-Crore. As of February 2025, three consulting firms had submitted their bids.

Meanwhile, Meghalaya is ramping up efforts to host the 39th National Games in 2027. The state plans to invest around 1,900 INR-Crore in sports infrastructure over the next three years. Among the major projects is the 732 INR-Crore Mawkhanu Football Complex—a 40,000-seater stadium set to break ground in the next financial year. This facility will serve as a major step in Meghalaya’s goal to become the “Football Capital of India.”


C. East Zone

During the last quarter, 7 out of 8 projects identified in the East zone were related to sports infrastructure. BX-1 recorded two key developments by the Airports Authority of India (AAI) and the Sports & Youth Services Department, Government of Odisha. Each project is estimated to have a construction value of 200 INR-Crore.

The Sports & Youth Services Department, Government of Odisha, is leading a significant development project in Jharsuguda with an estimated cost of 200 INR-Crore. This initiative includes upgrading the existing cricket stadium, alongside the construction of new indoor and outdoor sports arenas. Additionally, the project involves building essential external infrastructure. NBCC (India) Limited is appointed as the Program/Project Management Consultant (PMC) for the same.

Additionally, BX-1 recorded four tenders issued by the Bihar State Building Construction Corporation Limited (BSBCCL) in Q4 FY 2024-25. These tenders are associated with sports infrastructure projects in Madhubani, Patna, Nalanda, and Vaishali districts, further driving the region’s commitment to enhancing sports facilities.


D. West Zone

During the fourth quarter of FY 2024-25, the West Zone saw notable activity in transport and sports infrastructure projects, with Maharashtra and Gujarat emerging as key contributors. Maharashtra led in terms of project value, while Gujarat recorded the highest number of projects. These projects are all in the early stages of construction, signaling the region’s ongoing focus on infrastructure development.

One of the key projects tracked by Biltrax’s BX-1 platform in Maharashtra is a greenfield airport development in Gadchiroli, led by Maharashtra Airport Development Company Limited (MADCL). With an estimated construction cost of 600 INR-Crore, this airport project is expected to significantly enhance regional connectivity. In March 2025, a tender was issued for planning, design, and project management consultancy.

Meanwhile, in Gujarat, the Ahmedabad Municipal Corporation (AMC) made strides in enhancing sports infrastructure. Four sports infrastructure projects were recorded, each valued between 30 and 40 INR-Crore. All of these projects are being designed by INI Design Studio, focusing on upgrading and expanding sports facilities in the region.

Additionally, Biltrax’s BX-1 platform tracked five awarded contracts for 11 metro projects under Maharashtra Metro Rail Corporation Limited (MahaMetro). The combined construction cost of these projects exceeded 15,000 INR-Crore. These are set to enhance urban mobility in Maharashtra, further contributing to the region’s metro network development.

E. South Zone

In the last financial quarter, the South Zone saw a significant concentration of transport infrastructure projects. Tamil Nadu and Andhra Pradesh led the way for these developments. Among these, the Andhra Cricket Association and Andhra Pradesh Airports Development Corporation Limited (APADCL) were involved in projects valued at 500 INR-Crore and above.

Furthermore, the BX-1 platform tracked five awarded contracts by Bangalore Metro Rail Corporation Limited (BMRCL). These contracts collectively exceeded 7,400 INR-Crore. Notably, Systra MVA Consulting (I) Private Limited secured two contracts for Corridor-2 of the Bangalore Metro Rail Project, Phase-3. They are responsible for the detailed design and GFC architecture.

Additionally, the platform recorded four tenders issued by the Chennai Metropolitan Development Authority (CMDA). These tenders are valued at an estimated 76 INR-Crore. They focus on selecting civil works contractors for bus stands across various cities in Chennai, Tamil Nadu.


F. Central Zone

The Central zone witnessed notable developments in both transport and sports infrastructure during the last financial quarter. Key projects from the Madhya Pradesh region stood out, with significant involvement from government agencies and major contractors.

Nava Raipur Atal Nagar Vikas Pradhikaran (Naya Raipur Development Authority) took the lead as a government developer, embarking on a major sports complex project. This initiative is expected to boost the region’s sports infrastructure significantly.

Meanwhile, Madhya Pradesh Metro Rail Corporation Limited (MPMRCL) awarded a crucial contract to Hindustan Construction Company Limited (HCC) in a joint venture with Tata Projects Limited. This project, namely, Indore Metro Line 3 – Package 3, is valued at an estimated  2,191 INR-Crore. The JV serves as the General/Turnkey/EPC Contractor for the said project.

Furthermore, a key policy shift is underway with the approval of the Madhya Pradesh Civil Aviation Policy 2025 in February 2025. The policy outlines ambitious plans for the state, including the construction of an airport every 200 Km. Additionally, an airstrip will be built every 150 Km to enhance regional connectivity and support economic growth.
