This report provides a regional overview of India’s Water supply and distribution sector for Q4 FY 2024-25. These analytics, documented by Biltrax Construction Data (hereafter referred to as Biltrax) through the BX-2 platform, explore key trends and major players influencing the region’s construction industry.
Introduction
As FY 2024–25 drew to a close, India’s water infrastructure sector witnessed strong growth in the final quarter. Over the years, schemes like AMRUT 2.0, Swachh Bharat Abhiyan, and the Jal Jeevan Mission (JJM) have shaped the foundation of India’s water infrastructure. In Q4, this groundwork began to show results, as states accelerated project approvals and pushed for faster fund utilization. This period wasn’t just about continuity; it highlighted how policy momentum is now translating into on-ground delivery at scale. Through these efforts, the programs played a critical role in expanding sewage treatment capacities and enhancing access to clean tap water. These further helped build a more sustainable and resilient national water infrastructure.
Under the AMRUT scheme, 890 sewerage management projects have been grounded so far, with a total estimated investment of 34,505 INR-Crore. These projects have added 4,447 MLD of sewage treatment capacity, of which 1,437 MLD is dedicated to recycling and reuse. This progress has further helped AMRUT 2.0 gain traction. By the end of March 2025, 592 new projects had received approval under the scheme, amounting to 67,607.67 INR-Crore. These aim to develop an additional 6,739 MLD in treatment capacity, including 2,093 MLD for recycling purposes.
The Jal Jeevan Mission, which now targets completion by 2028, also saw a significant boost in the final quarter. The mission received an allocation of 67,000 INR-Crore in the Union Budget 2025–26. During Q4 FY 2024–25, the JJM recorded a total expenditure of 24,045 INR-Crore. March 2025 stood out, with 14,957 INR-Crore disbursed in a single month, largely led by the states. Throughout the quarter, state governments accounted for 22,095 INR-Crore of the total expenditure, while the Central government released 1,950 INR-Crore. This reflects a strong year-end drive to ramp up implementation and achieve universal access to tap water in rural areas.

Overview
In Q4 FY 2024–25 (between January and March 2025), Biltrax’s BX-2 platform observed consistent activity in India’s water infrastructure segment. The platform tracked 442 water infrastructure projects during this period, with a total estimated construction cost of 44,777 INR-Crore. Of these, 283 focused on water supply systems, accounting for nearly 14,280 INR-Crore, while 53 projects were related to Sewerage Treatment Plants (STPs). These were valued at 2,599 INR-Crore. The platform also recorded 24 major irrigation developments, with a combined cost of around 4,485 INR-Crore.
Additionally, BX-2 identified 502 tenders in the water infrastructure domain in Q4. Of these, 314 remain active. Moreover, 345 contracts were awarded across 166 entities, totaling over 25,170 INR-Crore in construction value.

The Northeast zone emerged as the top performer in terms of construction cost, with projects totaling 17,743 INR-Crore. This accounted for nearly 40% of the total construction cost across all the zones. Meanwhile, the South and North zones led in the number of projects, each recording 138 water infrastructure projects. Together, these two zones contributed to over 35% of the overall construction cost.

A. North Zone
During Q4 FY 2024–25, the BX-2 platform tracked 138 water infrastructure projects in the North zone, with a combined construction cost of 6,414 INR-Crore. Among these, 8 projects exceeded 200 INR-Crore each, highlighting the scale of investment. BX-2 also recorded 154 tenders in the zone – the highest among all regions during the quarter – indicating robust bidding activity. Furthermore, 60 contracts were awarded, totaling an estimated construction cost of 3,493 INR-Crore. This underscores the zone’s strong performance and continued momentum in the water infrastructure segment.
Leading States in the North Zone Q4 FY 2024-25
In the North zone, Rajasthan and Uttar Pradesh emerged as the top-performing states in Q4 FY 2024–25, each contributing over 45% of the zone’s total construction cost. BX-2 recorded 42 projects in Rajasthan and 47 in Uttar Pradesh. It is noteworthy that over 60% of the awarded water infrastructure contracts recorded on the platform were concentrated in these two states, indicating their high implementation rate.

Rajasthan’s lead is closely tied to its continued push to address water scarcity. The state government recently announced the Ram Jal Link Project, which aims to benefit over 3.25 crore people across 17 districts. The project focuses on strengthening water infrastructure through the construction of barrages, artificial reservoirs, and dams. Planned developments include new reservoirs in Ajmer and Alwar, dams at Isarda and Dungri, and a proposed 0.50 M increase in the Bisalpur dam’s storage capacity.
In addition to this initiative, the state approved a 5,120 INR-Crore investment to upgrade its drinking water supply. Jaipur, the capital city, will see improvements worth over 560 INR-Crore. Key upgrades include installing 11,400 smart water meters, laying new pipelines, replacing old ones, and building 17 reservoirs and three tanks. Together, these will provide a storage capacity of 5 Crore-Liters.

Key Stakeholders in the North Zone (Based on Construction Value)
The North zone recorded strong construction activity in the final quarter of FY 2024–25, with 19 project owners actively contributing to the water infrastructure sector. Among them, the Rajasthan Public Health Engineering Department (RPHED) and Uttar Pradesh Jal Nigam (UPJNM) stood out, driving major developments in their respective states. According to BX-2, RPHED was associated with 33 projects worth 2,387 INR-Crore and secured five awarded contracts totaling 1,072 INR-Crore. Meanwhile, UPJNM implemented 39 projects valued at 2,033 INR-Crore and received 15 awarded contracts amounting to 1,054 INR-Crore.
During the same period, L&T Construction emerged as a key player, winning two major contracts from RPHED. The company was appointed as the General/Turnkey/EPC contractor for both projects. These include the Water Supply Scheme to Kekri (Package II), awarded for 262 INR-Crore, and the Water Supply Project to Lalsot, Dausa (Package III-A), valued at 382 INR-Crore.
B. Northeast Zone
In Q4 FY 2024-25, the Northeast zone implemented 21 water infrastructure projects with a total construction cost of 17,743 INR-Crore. This positioned the zone as the highest contributor in terms of construction value, accounting for nearly 40% of the national total. Additionally, BX-2 tracked 22 tenders and 16 awarded contracts in the region during the same period, reflecting consistent activity.
Leading States in the Northeast Zone Q4 FY 2024-25
Arunachal Pradesh led the Northeast zone by a wide margin in terms of construction cost during the quarter, marking a notable shift from trends seen in earlier quarters. The state alone accounted for over 95% of the zone’s total project outlay. This surge was primarily driven by a landmark dam initiative, which significantly boosted Arunachal’s infrastructure pipeline. Meanwhile, Assam registered the highest number of water infrastructure projects in the zone, underscoring its ongoing development efforts.

A key driver behind Arunachal Pradesh’s rise was the announcement of India’s largest hydropower dam on the Siang River. Estimated at 1.5 Lakh INR-Crore, the project is designed with a massive water storage capacity of 9.2 Billion Cubic Meters. It further aims to strengthen water infrastructure in the Northeast while playing a critical role in managing floods and ensuring long-term water security.
Key Stakeholders in the Northeast Zone (Based on Construction Value)
In the zone, the National Hydroelectric Power Corporation (NHPC) played a key role in driving water infrastructure development, accounting for a construction cost of 17,171 INR-Crore. This was largely due to the Dibang Dam (Lot-3) project in Arunachal Pradesh’s Lower Dibang Valley. The authority recently floated the tender for appointing a General/Turnkey Contractor for this project. As of April 2025, it is under technical evaluation.
Meanwhile, the Office of Mission Director, Assam, was associated with 10 projects and 7 awarded contracts, reflecting steady progress in the state.

D K Assam Associates Private Limited also emerged as a prominent contractor in the region, securing 7 contracts across various districts in Assam, including 3 from the Public Health Engineering Department, Assam (APHED).
C. East Zone
During Q4 FY 2024–25, the East zone witnessed considerable activity in the water infrastructure sector. A total of 27 projects were tracked on the BX-2 platform, representing a cumulative construction cost of 2,499 INR-Crore. Alongside project monitoring, BX-2 also identified 27 tenders and 20 awarded contracts in the region, collectively amounting to 2,083 INR-Crore in construction cost.
Leading States in the East Zone Q4 FY 2024-25
Jharkhand emerged as the leading state in the East zone based on construction cost, contributing 2,157 INR-Crore during the quarter. In contrast, Odisha led in terms of project volume, with 15 water infrastructure projects tracked on the platform.

As part of its continued focus on improving irrigation coverage, the Odisha Government, on the occasion of World Water Day, laid the foundation stone for 18 mega lift irrigation projects worth 1,227 INR-Crore. These projects will irrigate 27,337 Ha of farmland across Angul, Keonjhar, Dhenkanal, and Mayurbhanj districts. The Government also dedicated 100 check dams costing 80 INR-Crore, spread across 20 districts. Additionally, four minor irrigation projects with underground pipeline networks worth 61.53 INR-Crore were launched in Keonjhar, Ganjam, Gajapati, and Mayurbhanj. These initiatives support the state’s goal to irrigate an additional 15 lakh Ha of land by 2029.
Key Stakeholders in the East Zone (Based on Construction Value)
BX-2 recorded 10 project owners across the east zone during the last quarter. Among them, Jharkhand Water Resource Department (JWRD) and Nagar Parishad Jhumri Telaiya emerged as key contributors based on total construction value.
Out of the total awarded contracts monitored, LCC Projects Limited secured two major contracts from JWRD. Each of these are valued at over 600 INR-Crore. Moreover, these contracts are linked to Part B and Part C of the Konar Irrigation Project, located in Jharkhand’s Hazaribag district. Additionally, 4 awarded contracts of Jharkhand Urban Infrastructure Development Company Limited (JUIDCO) were tracked. Of these, Jainco Buildcon Private Limited secured two .
D. West Zone
During the concluding quarter of FY 2024–25, the West zone witnessed a steady momentum in water infrastructure projects. A total of 67 projects were monitored, collectively accounting for a construction cost of 4,587 INR-Crore. Additionally, the platform also recorded 86 tenders and 85 awarded contracts in the zone. These contracts represented a combined value of 6,434 INR-Crore.
Leading States in the West Zone Q4 FY 2024-25
Maharashtra continued to lead the West zone in the final quarter of FY 2024–25. The platform mapped 59 water infrastructure projects in the state, accounting for a total construction cost of 4,117 INR-Crore. These projects were primarily concentrated in the Jalgaon, Pune, Buldhana, and Solapur districts. Meanwhile, 71 awarded contracts were recorded during this period, with a cumulative contract value exceeding 5,000 INR-Crore.

Key Stakeholders in the West Zone (Based on Construction Value)
BX-2 documented 92 stakeholders associated with water infrastructure projects in the West zone during Q4 FY 2024–25. Of these, 51 participated as project owners. The Maharashtra Jeevan Pradhikaran (MJP), the Narmada Water Resources, Water Supply and Kalpsar Department, and the Brihanmumbai Municipal Corporation (BMC) emerged as the top entities in terms of construction cost.

MJP stood out by awarding six contracts worth 1,446 INR-Crore, reaffirming its pivotal role in state-level infrastructure development. Eagle Infra India Limited also maintained a strong presence, securing three contracts, all within Maharashtra.
Among major contractors, Welspun Enterprises Limited, Santosh Construction and Infra Private Limited, and Om Yash Projects Limited were each associated with projects exceeding 300 INR-Crore in construction cost. This placed them among the top contractors during the quarter.

E. South Zone
During the final quarter of FY 2024–25, 138 projects were tracked in the south zone, with a cumulative construction cost of 10,052 INR-Crore. This accounted for over 22% of the total water project value recorded across the country. Additionally, the zone reported the highest number of awarded contracts during the quarter. BX-2 identified 107 awarded contracts with a combined value of 9,490 INR-Crore, contributing to more than 37% of the nationwide contract value in this segment.
Leading States in the South Zone Q4 FY 2024-25
The South zone displayed steady advancement in water infrastructure during Q4 FY 2024–25, led by large-scale projects and key contract awards. Telangana emerged as the top-performing state in terms of construction cost, contributing 3,908 INR-Crore across 18 projects in the zone. Several of these developments surpassed individual values of 800 INR-Crore, underscoring their strategic importance. The state also recorded a notable uptick in contract activity in the water infrastructure segment during the quarter.

Telangana’s leadership position was reinforced by the government’s commitment to urban water management. As part of its AMRUT 2.0 initiative, the state launched a rejuvenation program targeting 138 water bodies across 130 Urban Local Bodies (ULBs), excluding the Greater Hyderabad Municipal Corporation (GHMC).
With a total estimated cost of 270 INR-Crore, the project will be executed in three phases:
- Phase I: 50 water bodies in 45 ULBs under Adilabad, Karimnagar, Warangal, and Khammam Public Health Divisions (93.32 INR-Crore).
- Phase II: 20 water bodies in 17 ULBs under the Nalgonda Public Health Division (39.11 INR-Crore).
- Phase III: 68 water bodies under Mahbubnagar, Nizamabad, Sangareddy, and Rangareddy Public Health Divisions (137.75 INR-Crore).

The Public Health and Municipal Engineering Department (PHMED) has initiated the bidding process, with each project expected to complete within 18 months.
Key Stakeholders in the South Zone (Based on Construction Value)
During the quarter Biltrax’s BX-2 platform identified 72 key stakeholders in the zone. Among them, the Andhra Pradesh Capital Region Development Authority (APCRDA) led a major Water Supply Scheme project. This project, aimed at providing water supply to Kuragallu, Nowluru & Nidamarru regions, has an estimated construction cost of 2,100 INR-Crore. In March 2025, NCC Limited was awarded the contract and appointed as the General/Turnkey/EPC Contractor.
The zone also recorded 29 awarding entities and 86 awardees during the period. The Irrigation & CAD Department (ICADD), Telangana stood out for awarding 11 contracts worth a combined 3,316 INR-Crore. Among top contractors, Raghava Constructions India Private Limited and Megha Engineering and Infrastructure Limited each secured two high-value contracts exceeding 1,170 INR-Crore.
F. Central Zone
In Q4 of FY 2024–25, the Central zone recorded 51 water infrastructure projects with a total construction cost of 3,482 INR-Crore. Of these, 15 projects specifically belonged to the Water & Sewerage Pipelines sub-segment. The platform also tracked 68 tenders during this period. Of these, 42 remain active, with a combined tender value exceeding 3,500 INR-Crore. Additionally, 57 awarded contracts were identified across the zone.
Leading States in the Central Zone Q4 FY 2024-25
The Central zone showcased robust activity in water infrastructure during Q4 FY 2024–25, with Madhya Pradesh emerging as the dominant contributor. BX-2 platform highlighted a total of 45 projects in the state, accounting for a cumulative construction cost of 3,316 INR-Crore. Complementing this project activity, the platform also recorded 48 awarded contracts within Madhya Pradesh, underscoring strong implementation momentum.

Madhya Pradesh’s water infrastructure efforts were widespread and diverse during the quarter. The state government focused heavily on irrigation and urban water supply projects, with several high-value developments taking shape across key districts. This included both new initiatives and major contract awards, signalling continued investment in sustainable water management solutions.
Key Stakeholders in the Central Zone (Based on Construction Value)
A total of 43 project owners were active in the Central zone during Q4 FY 2024–25. Among them, the Madhya Pradesh Water Resource Department (MPWRD) played a prominent role, overseeing five major projects worth 1,729 INR-Crore. Notably, two Micro Irrigation Projects in Seoni and Singrauli districts – each valued at over 620 INR-Crore – formed a significant portion of this investment.
In terms of contract awards, the platform tracked three major contracts associated with MPWRD. Phaloudi Constructions and Infrastructure Private Limited (PCIPL) secured two of these contracts. Meanwhile, the Indore Municipal Corporation advanced a major urban water supply initiative by floating a tender to appoint a General/Turnkey/EPC Contractor. The contract, valued at approximately 775 INR-Crore, was awarded to SCL Infratech Limited.
