This report provides a regional overview of India’s Water sector for Q2 FY 2024-25. These analytics, documented by Biltrax Construction Data (hereafter referred to as Biltrax) through the BX-2 platform, explore key trends and major players influencing the region’s construction industry.
Introduction
India’s journey towards enhancing water access and infrastructure has taken significant strides, primarily through programs like AMRUT 2.0 and the Jal Jeevan Mission (JJM). Currently, the Detailed Project Reports (DPRs) of over 80% of projects under AMRUT 2.0 are ready. Out of 6,852 DPRs prepared, 6,643 blueprints of projects costing 1.21 Lakh INR-Crore have been accorded approval. In three years of its launch, 698 projects of 1.028 INR-Crore have been completed. Parallely, more than 15 Crore rural households have been provided tap water connection under the Jal Jeevan Mission (JJM) as of July 2024. The mission’s impact is particularly notable in aspirational districts, where access to tap water has surged from 21.38 Lakh households at launch to 2.11 Crore households.

Overview
In Q2 FY 2024-25 (July to September 2024), Biltrax’s BX-2 platform documented 536 water infrastructure projects valued at approximately 36,196 INR-Crore (4.31 USD-Billion). The diversity of projects spans from dams and sewage treatment facilities to irrigation schemes, pipelines, and water treatment plants. Additionally, the platform recorded 635 tenders and 205 awarded contracts.

– North Zone – Delhi, Haryana, Himachal Pradesh, Jammu & Kashmir, Punjab, Rajasthan, Uttar Pradesh, Uttarakhand, Chandigarh, Ladakh.
– Northeast Zone – Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura.
– East Zone – Andaman & Nicobar Islands, Bihar, Jharkhand, Orissa, West Bengal.
– West Zone – Dadra & Nagar Haveli, Daman & Diu, Goa, Gujarat, Maharashtra.
– South Zone – Andhra Pradesh, Karnataka, Kerala, Lakshadweep, Pondicherry, Tamil Nadu, Telangana.
– Central Zone – Madhya Pradesh, Chhattisgarh.

The South and West zones together held a prominent share of over 63% of the national project value in the last quarter.

A. North Zone
In Q2 FY 2024-25, BX-2 documented 90 water projects in the North zone at a cumulative project cost of 3,928 INR-Crore. Most of these projects involve water and sewerage pipelines, accompanied by a smaller number of sewage treatment plants, irrigation schemes, and water treatment plants.

With 16 projects totaling 2,090 INR-Crore, Rajasthan remained the leading contributor in terms of project value (53.21%). Additionally, Uttar Pradesh contributed to a significant 31.7% of the zone’s total value. In Rajasthan, Biltrax mapped 11 contracts worth 472 INR-Crore, while Uttar Pradesh saw 8 contracts worth 945 INR-Crore.
Key Stakeholders in the North Zone (Based on Construction Value)
These 90 projects have been taken up by 16 government organizations. Rajasthan Public Health Engineering Department (RPHED), the largest developer in the zone, has 14 projects totaling 1,919 INR-Crore. This includes the Water Supply Scheme at Chikhli, Simalwara, Jhonthary and Galiyakot. Tenders have been floated for Packages 1 & 2 of this project at a combined estimated cost of 787 INR-Crore.
B. Northeast Zone
In Q2 FY 2024-25, the BX-2 platform documented 8 water projects in the Northeast Zone, with a total construction value of 269 INR-Crore. In addition to this, 7 tenders have been mapped in this zone.

Assam alone contributes to 6 of the 8 projects tracked. The total value of these projects is 260 INR-Crore, which is over 96% of the zone’s total cost.
Key Stakeholders in the Northeast Zone (Based on Construction Value)
Guwahati Metropolitan Development Authority (GMDA) emerged as the key government developer, contributing over 89% of the cost. It is developing a Water Supply Project at Guwahati, Assam at 240 INR-Crore. L&T Constructions has been appointed as the contractor for this project.
C. East Zone
In the East Zone, 54 new water projects were documented, with a total construction value of 1,605 INR-Crore. Additionally, 17 awarded contracts worth over 655 INR-Crore were recorded.

West Bengal emerged as the most prominent with 41 projects valued at 672 INR-Crore, representing 41.87% of the zone’s total. In addition to this, the Odisha government is planning to launch five mega drinking water projects in the Delang area of Puri district. A reservoir will also be constructed over the Daya River for the storage of water to ensure proper use.
Key Stakeholders in the East Zone (Based on Construction Value)
Among the project owners, the Bihar Water Resources Department was the most dominant in terms of the project value. It is handling all 4 projects documented in the Bihar state. The key project amongst these is the Drinking Water Supply project at Bhabhua and Mohania in Bihar, which is valued at an estimated 181 INR-Crore. Additionally, the Jharkhand Water Resource Department (JWRD) has proposed a Pipeline Irrigation Scheme at Palamu at an estimated cost of 264 INR-Crore. LCC Projects Pvt Ltd and Rachana Infrastructure Ltd are selected as contractors for this project.
D. West Zone
During Q2 FY 2024-25, BX-2 documented 92 water projects in the West Zone, with a total construction value of 10,899 INR-Crore. This includes 2 Dams, 2 Irrigation Schemes, 85 Water & Sewerage Pipelines, 2 Water Treatment Plants and 1 Water Tunnel.

With 66 projects worth 9,687 INR-Crore, Maharashtra held the majority stake (over 88% of the zone’s value). A noteworthy initiative in Maharashtra is the Pune Municipal Corporation’s 400 INR-Crore project aimed at improving water access across five newly merged areas of Ambegaon, Narhe, Jambhulwadi, Gujar Nimbalkarwadi and Bhilarewadi. The plan includes constructing water distribution lines, overhead storage tanks, and pumping stations.
Key Stakeholders in the West Zone (Based on Construction Value)
BX-2 has mapped 55 owners and 9 contractors in the West zone. Tapi Irrigation Development Corporation emerged as the top owner with 7 projects valued at 2,181 INR-Crore, while The Indian Hume Pipes Company Ltd and Vishvaraj Environment Pvt Ltd emerged as major contractors. Tapi Irrigation Development Corporation has appointed The Indian Hume Pipes Company Limited for the development of the Sulwade Jamphal Kanoli Lift Irrigation Project at Shindkheda, Dhule, Maharashtra. The estimated cost of this project is 859 INR-Crore.

E. South Zone
In the last quarter, the South zone saw the largest share of projects both in number and value. 233 water projects were recorded in this zone valued at 11,998 INR-Crore. This includes 3 Dams, 25 Sewage & Effluent Treatment Plants, 10 Irrigation Schemes, 189 Water & Sewerage Pipelines and 6 Water Treatment Plants.

Within the South zone, Karnataka was the leading state having a share of over 57% of the project value. 92 projects were documented in Karnataka with a total cost of 6,925 INR-Crore. On the other hand, Telangana contributed to around 23% of the value with just 5 projects. Besides this, the highest number of projects were mapped in Kerala.
In the previous quarter, the Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB) announced that it is planning to replace old and damaged drinking water pipelines in phases across the city, in an attempt to reduce water wastage and improve the supply system. The project aims to improve the existing water distribution network in the core city, covering zones such as Tondiarpet, Royapuram, Thiru-Vi-Ka Nagar, Anna Nagar, Teynampet, Kodambakkam, and Adyar.
Key Stakeholders in the South Zone (Based on Construction Value)
Biltrax mapped 48 project owners and 19 contractors in the South zone. Among them, the Karnataka Urban Water Supply and Drainage Board (KUWSDB) stood out as the leading owner, taking up 47 projects with a total value of 4,833 INR-Crore. Among the contractors, Patel Engineering Limited emerged at the top. It was appointed to construct a Reinforced Cement Concrete (RCC) Protection Wall spanning 8.5 Km on both the right and left flanks of the Munneru River. The project is being developed by the Irrigation & CAD Department (ICADD), Telangana for 501 INR-Crore.
F. Central Zone
In the Central zone, the BX-2 platform identified 59 water projects with a total construction value of 7,497 INR-Crore. An additional 22 awarded contracts valued at 1,990 INR-Crore were also recorded in this period.

Madhya Pradesh dominated the zone with 52 projects valued at 7,141 INR-Crore, accounting for 95.25% of the zone’s total cost.
Key Stakeholders in the Central Zone (Based on Construction Value)
These 59 projects are being developed by 53 government organizations. Narmada Valley Development Authority (NVDA) has taken up 5 projects at a cost of 5,749 INR-Crore (more than 75% of the zone’s value). This includes Lift Micro Irrigation Projects at 5 locations in Madhya Pradesh – Maheshwar & Janapav, Dhar, Sondwa, Sendhwa and Newali. 5 different contractors have been appointed in these projects out of the 8 contractors mapped in the last quarter. Navayuga Engineering Company Limited emerged as the top contractor being appointed in the Dhar Lift Micro Irrigation Project at a cost of 1,448 INR-Crore.
