Government Initiatives
India’s Transport Infrastructure sector continues to progress, despite election-related delays in the second quarter that disrupted project approvals and slowed construction activities. However, streamlined approvals have accelerated construction activities in Q3 FY 2024-25. The Central Government has announced a plan to develop 50 new airports within the next five years and an additional 200 over the next 20 years. This ambitious plan signals a significant potential for growth in the segment.
Overview
In Q3 FY 2024-25 (October-December 2024) Biltrax’s BX-1 platform documented 20 projects under Transport and Sports Infrastructure segments having a combined cost of 5,835 INR-Crore (more than 680 USD-Million). Additionally, 36 tenders were identified during this period, of which more than 27 are currently active. Meanwhile, BX-1 also monitored 38 awarded contracts totaling 2,508 INR-Crore.

– North Zone – Delhi, Haryana, Himachal Pradesh, Jammu & Kashmir, Punjab, Rajasthan, Uttar Pradesh, Uttarakhand, Chandigarh, Ladakh.
– Northeast Zone – Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura.
– East Zone – Andaman & Nicobar Islands, Bihar, Jharkhand, Orissa, West Bengal.
– West Zone – Dadra & Nagar Haveli, Daman & Diu, Goa, Gujarat, Maharashtra.
– South Zone – Andhra Pradesh, Karnataka, Kerala, Lakshadweep, Pondicherry, Tamil Nadu, Telangana.
– Central Zone – Madhya Pradesh, Chhattisgarh.

The South zone emerged as the top contributor to Transport and Sports Infrastructure, with 5 projects valued at 3,951 INR-Crore, accounting for nearly 68% of the total construction value. This was driven by major transport projects in Karnataka. Meanwhile, the west zone followed in second place with projects worth a total cost of 1,286 INR-Crore.

A. North Zone
In the North zone, two out of three proposed transport infrastructure projects are concentrated in Haryana. The Government of Haryana Transport Department is leading these projects, with Delhi Integrated Multi-Modal Transit System Ltd (DIMTS) acting as the project management consultant. Additionally, 4 awarded contracts were documented. Among them, Deepak Builders & Engineers India Private Ltd won a key contract to upgrade the Delhi Cantonment Railway Station. The Rail Land Development Authority (RLDA) awarded this 359 INR-Crore contract under the Engineering, Procurement, and Construction (EPC) mode.
B. Northeast Zone
During Q3 FY 2024-25, a major project in the Northeast zone was spearheaded by the Public Works Department of Arunachal Pradesh, which is developing a Football Stadium in the Itanagar Capital Region (ICR) in Papumpare District, valued at an estimated 224 INR-Crore. Recently, the department has floated a tender for the appointment of a Project Management Consultant.
C. East Zone
In the East zone, BX-1 tracked 4 projects worth 231 INR-Crore. Additionally, 8 tenders were recorded, with a combined tender value of 795 INR-Crore, accounting for 25% of the total tender value. In the last quarter, NBCC (India) Ltd secured a 120 INR-Crore contract from the Sports and Youth Services Department of Odisha. This contract involves constructing an integrated sports complex in Dhamnagar, Bhadrak. Moreover, the zone saw other advancements in Transport Infrastructure projects in the last quarter. Prime Minister Narendra Modi laid the foundation stone for the Bagdogra Airport project coming up in West Bengal at a cost of 1,550 INR-Crore.
D. West Zone
In the third quarter of FY 2024-25, Thane Municipal Corporation (TMC) emerged as the leading government developer in the West zone, contributing over 65% of the total construction value. During this period, BX-1 recorded a total of 10 tenders with a combined value of 899 INR-Crore and 14 awarded contracts. Additionally, the Maharashtra Government has given approval to a major project in the last quarter. The project includes 31.64 Km stretch of Pune Metro Phase 2 spearheaded by Maharashtra Metro Rail Corporation Ltd (Maha-Metro). It comprises of two key routes: the 25.518 Km Khadakwasla-Swargate-Hadapsar-Kharadi corridor with 22 stations costing 8,131.81 INR-Crore and the 6.118 Km Nal Stop-Warje-Manik Baug route with six stations valued at 1,765.38 INR-Crore.

E. South Zone
In Q3 FY 2024-25, the South Zone stood out with 5 projects worth a combined construction cost of 3,951 INR-Crore. This accounts for a substantial 67.71% of the project value across all the zones. A notable project in the south zone is the expansion of Mangalore International Airport, featuring the construction of a new terminal and the expansion of the existing one. This significant public-private partnership (PPP) project by Airports Authority of India (AAI) and Adani Enterprises Ltd, will be constructed at an estimated cost of 2,000 INR-Crore. Other significant announcements in the zone includes the Union Cabinet’s approval of the second phase of the Chennai Metro Rail Project at a financial outlay of 63,246 INR-Crore. This phase will include three corridors spanning 118.9 Km and covering 128 stations.
F. Central Zone
The Central zone saw notable advancements in sports infrastructure development. BX-1 documented 4 awarded contracts in the zone, with an aggregated contract value of 1,273 INR-Crore. In a major milestone, Afcons Infrastructure Ltd has received a Letter of Acceptance (LoA) by Madhya Pradesh Metro Rail Company Ltd for Package BH-05 of the Bhopal Metro Rail Project. The contract, worth 1,006.74 INR-Crore, involves part design and construction of an elevated viaduct and 13 elevated metro stations.
