Construction Landscape of India’s Roads & Highways Sector in Q2 FY 2024-25: A Zone-wise Analysis

This report provides a regional overview of India’s Roads & Highways sector for Q2 FY 2024-25. These analytics, documented by Biltrax Construction Data (hereafter referred to as Biltrax) through the BX-2 platform, explore key trends and major players influencing the region’s construction industry.

Introduction

India’s road infrastructure development continued to gain momentum, although the monsoon season traditionally slows construction activities in the second quarter. The Ministry of Road Transport and Highways (MORTH), despite this seasonal slowdown, managed to construct 1,027 Km of national highways during July and August 2024. This brought the cumulative construction tally for FY 2024-25 to 2,961 Km by the end of August. Moreover, the government is continuing to roll out ambitious new initiatives to strengthen India’s road network.

Key Initiatives during Q2 FY 2024-25 in the Roads & Highways Sector:

  • In August 2024, MoRTH unveiled an aggressive plan to award road contracts worth 3 Lakh INR-Crore over the next three months. This unprecedented push will significantly increase the pace of infrastructure development. By the end of the fiscal year, the ministry aims to close out with contracts totaling 5 Lakh INR-Crore. 
  • NHAI is set to undertake 79 NH (original) projects covering approximately 1,421 Km at an estimated 144,392 INR-Crore in the current fiscal year. These projects fall under the “NHO1” and “NHO2” categories, focusing primarily on the maintenance and enhancement of the current highway network. 
  • The union government has announced an ambitious plan to build 74 new tunnels, spanning a total distance of 273 Km. This project, estimated to cost around 1 Lakh INR-Crore, is part of a larger initiative aimed at bolstering India’s highway network.
  • The Union Cabinet also approved 8 national high-speed road corridor projects worth over 50,000 INR-Crore. These include – 6-lane Agra-Gwalior National High-Speed Corridor, 4-lane Kharagpur-Moregram National High-Speed Corridor, 6-lane Tharad-Deesa-Mehsana-Ahmedabad National High-Speed Corridor, 4-lane Ayodhya Ring Road, 4-Lane Section between Pathalgaon and Gumla of Raipur-Ranchi National High­ Speed Corridor, 6-Lane Kanpur Ring Road, 4-Lane Northern Guwahati Bypass and Widening of Existing Guwahati Bypass and 8-Lane Elevated Nashik Phata-Khed Corridor near Pune.

Overview

During Q2 of FY 2024-25 (July to September 2024), Biltrax’s BX-2 platform identified 109 Roads & Highways projects nationwide with an estimated value of 68,450 INR-Crore (8.15 USD-Billion). These encompassed a diverse range of infrastructure, including highways, expressways, bridges, and flyovers. Notably, 64 of these projects were new constructions, collectively spanning over 1,497 Km worth 51,359 INR-Crore. The remaining projects focused on upgrading and enhancing existing infrastructure through structural improvements. During this period, 88 contracts valued over 37,672 INR-Crore were documented.

North Zone – Delhi, Haryana, Himachal Pradesh, Jammu & Kashmir, Punjab, Rajasthan, Uttar Pradesh, Uttarakhand, Chandigarh, Ladakh.

Northeast Zone – Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura.

East Zone – Andaman & Nicobar Islands, Bihar, Jharkhand, Orissa, West Bengal.

West Zone – Dadra & Nagar Haveli, Daman & Diu, Goa, Gujarat, Maharashtra.

South Zone – Andhra Pradesh, Karnataka, Kerala, Lakshadweep, Pondicherry, Tamil Nadu, Telangana.

Central Zone – Madhya Pradesh, Chhattisgarh.

With nearly half of the total construction value and over 35% of the project count, the West Zone was the most prominent contributor.

A. North Zone

In the North zone, the BX2 platform tracked 16 Roads & Highways projects, covering a total distance of 258 Km with an estimated construction cost of 9,479 INR-Crore

Punjab and Uttar Pradesh emerged as significant contributors in this region, together accounting for more than 85% of the total construction value. 

In August 2024, the Uttar Pradesh government proposed the construction of new ring roads and bypasses in five additional divisions across the state. This initiative aims to enhance the state’s transportation infrastructure, reduce traffic congestion, and improve connectivity within and between major urban centers.

Kerala Ring Road

Key Stakeholders in the North Zone (Based on Construction Value)

The National Highways Authority of India (NHAI) emerged as the top owner, undertaking 11 projects valued at 6,610 INR-Crore. NHAI has floated a tender for the selection of a Private Developer for Four Laning of Sirhind-Sehna Section of NH 205AG (Package 2). The estimated cost of this project is 1,366 INR-Crore. Ceigall India Limited (CIL) received two major contracts for Six Laning of Southern Ayodhya Bypass Section of NH-27 (Phase 7) and Northern Ayodhya Bypass Section of NH-27 (Phase 7) at a combined cost of over 2,418 INR-Crore.


B. Northeast Zone

In Q2 FY 2024-25, the Northeast zone recorded 5 road projects, with a total value of 1,298 INR-Crore, covering over 57 Km.

In the second quarter, Meghalaya stood out as the leading state in terms of project value, contributing more than 63% of the total for the Northeast. This includes 3 projects having a total cost of 824 INR-Crore.

Key Stakeholders in the Northeast Zone (Based on Construction Value)

MORTH was the most active government developer in this zone. All 5 Roads & Highways projects documented in Q2 FY 2024-25 are being developed by MORTH. It is developing two sections of NH 127B in the state of Meghalaya at a total cost of 682 INR-Crore. The contract for one section having a length of 31.5 Km has been awarded to Dhar Construction Company.


C. East Zone

In the East zone, 14 new projects were documented, amounting to a construction value of 5,947 INR-Crore. These projects span a total length of over 160 Km.

Bihar was the most dominant state in terms of the construction value having a share of over 45% with 5 projects. Similarly, Odisha and West Bengal had a balanced share of 21% and 19% respectively. To improve the commuter experience and ensure their safety, the Odisha state government has set an ambitious target of constructing 75,000 Km of world-class roads in the next five years. For smooth execution of the plan, line departments such as works, rural development, housing and urban development and water resources, among others, have been given specific targets.

Godbhunder Road Expansion

NHAI alone is developing 11 projects worth 5,424 INR-Crore. NHAI also floated tenders for the selection of contractors for 3 flyovers in the Barwa-Adda-Panagarh section of NH-19. The combined cost of these projects is 1,340 INR-Crore.


D. West Zone

In the last quarter, 39 projects worth 31,785 INR-Crore and covering a length of 310 Km were mapped in the West zone. This includes 32 Highways, 5 Bridges and 2 Flyovers.

Maharashtra emerged as the most dominant state and alone accounted for over 95% of the zone’s total value with 35 projects costing 30,501 INR-Crore. In August 2024, the Maharashtra cabinet decided to concretise almost 6,000 Km of roads in the state and approved an expenditure of 37,000 INR-Crore for the same. These 6,000 Km of roads will be transferred to Maharashtra State Road Development Corporation for 17.5 years.

Key Stakeholders in the West Zone (Based on Construction Value)

BX-2 has mapped 11 developers in the West zone. Of these, the Mumbai Metropolitan Region Development Authority (MMRDA) emerged as the leading organization. It is developing 12 projects worth a total of 12,139 INR-Crore. Recently, the MMRDA also rolled out an elaborate plan to encircle Mumbai with a network of ring roads that would decongest the city, ease traffic woes and cut travel time over the next five years. The 58,000 INR-Crore plan aims to build a series of roads, bridges and tunnels, spanning over 90 Km.

MMRDA Ring Road Masterplan

Maharashtra State Road Development Corporation Limited (MSRDC) followed with 6 projects amounting to 10,955 INR-Crore. The authority floated tenders for 3 packages of the Pune Ring Road project having a combined estimated cost of over 5,000 INR-Crore. Besides, BX-2 has documented 6 contractors working on 9 projects. Ashoka Buildcon Limited alone is appointed in 4 of these projects with a value of 5,491 INR-Crore.

E. South Zone

BX-2 documented 30 new projects with a total construction value of 17,502 INR-Crore. These projects span a total length of over 600 Km and include 29 Highways and 1 Flyover.

Karnataka emerged as the leading state contributing to over 34% of the zone’s value, while Telangana followed with a share of around 24%. 10 projects were mapped in Karnataka having a total cost of 6,083 INR-Crore. Additionally, Tamil Nadu and Andhra Pradesh had a balanced contribution of 16% and 14%, respectively. 

Complementing these projects, the government also launched significant public initiatives to address the state’s pressing infrastructure needs.

  • Eleven more flyovers are planned to facilitate smooth traffic in Bengaluru, for which the authorities will spend nearly 3,000 INR-Crore. Many important junctions and places are congested, and traffic can be eased by constructing flyovers or grade separators of 28 Km.
  • The Union Ministry of Surface Transport and Highways has sanctioned 8,006 INR-Crore in its 2024-2025 budget for the development of 470 Km of roads in Karnataka. Additionally, 15 INR-Crore has been sanctioned for preparing a detailed project report (DPR) for the construction of 459 Km of new roads.  
  • The Karnataka Government has unveiled an ambitious plan to construct 17 elevated corridors across Bangalore. This grand initiative, estimated at a staggering 12,000 INR-Crore will transform approximately 100 Km of roads into smooth, signal-free stretches. 

Key Stakeholders in the South Zone (Based on Construction Value)

BX-2 platform has mapped 6 project owners and 3 contractors in the South zone. Among the owners, the NHAI alone is developing 25 projects worth 15,278 INR-Crore. Simultaneously, Dilip Buildcon Limited emerged as the top contractor. It is working on a high-value project of 1,643 INR-Crore in Kerala. 


F. Central Zone

In the Central zone, the BX-2 platform tracked 5 Roads & Highways projectsduring Q2 FY 2024-25 valued at 2,439 INR-Crore. These span a total of 111 Km, of which 4 are Highways, while 1 is an Expressway.

Out of the total 5 projects, Madhya Pradesh alone has 4 projects with a combined value of 2,205 INR-Crore, having a share of over 90% of the total value.

NHAI has taken up 3 of the 5 projects in the central zone. Moreover, Ravi Infrabuild Projects Pvt Ltd has been selected as a private developer for 2 projects in Madhya Pradesh. Together, these projects cost an estimated 1,365 INR-Crore.
