This report provides a regional overview of India’s Roads & Highways sector for Q3 FY 2024-25. These analytics, documented by Biltrax Construction Data (hereafter referred to as Biltrax) through the BX-2 platform, explore key trends and major players influencing the region’s construction industry.
Introduction
India’s roads and highways construction is progressing at an impressive pace, reflecting the sector’s critical role in driving the country’s infrastructure growth. Under the flagship Bharatmala Pariyojana, nearly 26,425 Km of highway projects have been awarded, and 18,714 Km have been constructed as of October 2024.
In Q3 FY 2024-25, the sector continued its strong momentum, fueled by ambitious government targets. The government has set a target of awarding 12,900 Km of highway projects this year, a 50% increase from last year. The second quarter saw an average of over 600 Km awarded per month, while the third quarter gained further traction, with November recording an impressive 773 Km in awarded projects.
The National Highways Authority of India (NHAI) introduced a major technological initiative during the quarter, enhancing project monitoring through drone technology. The system, which already covered Development, Construction, and Operation and Maintenance (O&M) stages, has now been expanded to include the Detailed Project Report (DPR) stage. This step will help with maintaining a lot of records and will also ensure that deadlines are met on time.
Key Initiatives during Q3 FY 2024-25 in the Roads & Highways Sector:
- Union Minister for Road Transport and Highways, Nitin Gadkari, announced that 69 tunnels, spanning 134 Km, are currently under construction with an investment of 40,000 INR-Crore. The government has ambitious plans to construct 74 additional tunnels, covering a length of 273 Km. These are projected at an investment of 100,000 INR-Crore.
- In December 2024, the Cabinet approved 8 significant National High-Speed Road Corridor Projects, marking a major milestone in India’s infrastructure development. These projects will span 936 Km with an estimated investment of 50,655 INR-Crore. These include:
- 6-Lane Agra-Gwalior National High-Speed Corridor
- 4-Lane Kharagpur-Moregram National High-Speed Corridor
- 6-Lane Tharad-Deesa-Mehsana-Ahmedabad National High-Speed Corridor
- 4-Lane Ayodhya Ring Road
- 4-Lane Section between Pathalgaon and Gumla on the Raipur-Ranchi National High-Speed Corridor
- 6-Lane Kanpur Ring Road
- 4-Lane Northern Guwahati Bypass and improvement of the existing Guwahati Bypass
- 8-Lane Elevated Nashik Phata-Khed Corridor near Pune

Overview
During Q3 FY 2024-25 (October to December 2024), Biltrax’s BX-2 platform tracked 135 Roads & Highways projects across India, with a total estimated value of 67,032 INR-Crore (7.84 USD-Billion). These projects included highways, expressways, bridges, and flyovers. Among them, 49 were new construction initiatives, covering a combined length of over 1,575 Km and valued at 42,674 INR-Crore. The remaining projects focused on upgrading and improving existing infrastructure through structural enhancements. Additionally, 121 awarded contracts were recorded during this period, amounting to a total value exceeding 93,851 INR-Crore.

In Q3 FY 2024-25, the West zone led in construction value with 62 projects. These projects collectively accounted for a total investment of 21,133 INR-Crore and covered a road length of 356 km.

A. North Zone
In the North Zone, the BX-2 platform tracked 17 Roads & Highways projects during Q3 FY 2024-25. These projects covered a total distance of 75 Km and had a combined construction cost of 5,362 INR-Crore. Additionally, public-private partnerships contributed 5 projects valued at 2,866 INR-Crore, accounting for 53.45% of the total construction value. Meanwhile, the public sector contributed 12 projects, totaling 2,496 INR-Crore, representing 46.55% of the overall cost.

During the third quarter, Rajasthan led in the North zone in terms of construction value, with 5 projects totaling 1,567 INR-Crore. The state alone contributed almost 30% of the zone’s overall construction cost. Following closely, Punjab contributed 1,302 INR-Crore with 3 projects, accounting for 24% of the region’s total value. Uttar Pradesh, however, led in terms of number of projects. The state implemented 6 projects with a combined cost of 1,219 INR-Crore.

At the ‘Rising Rajasthan’ Global Investment Summit 2024, Union Minister Nitin Gadkari unveiled 9 major roads and highways projects for the state. These projects, spanning a total 800 Km, include prominent initiatives such as the Northern Jaipur Ring Road and the Jaipur-Kishangarh-Jodhpur to Amritsar Highway. The total estimated investment for these projects is 30,000 INR-Crore, to enhance infrastructure and connectivity in Rajasthan.
Moreover, the Union Cabinet approved construction of 2,280 Km roads in border areas of Rajasthan and Punjab. Emphasizing development of infrastructure in border areas, these will be developed at an estimated investment of 4,406 INR-Crore.
Key Stakeholders in the North Zone (Based on Construction Value)
In Q3 of FY 2024-25, the North zone recorded a total of 25 tenders, with a combined tender cost of 7,432 INR-Crore. Among these, 19 tenders alone were issued by the NHAI. These amounted to an estimated 5,656 INR-Crore. The authority also emerged as the top owner during this period, overseeing 15 projects with a total construction value of 4,710 INR-Crore.
Meanwhile, 8 awarded contracts were documented in the North zone during the last quarter. Notably, the Ministry of Road Transport and Highways (MORTH) accounted for 5 contracts, with a total value of 2,238 INR-Crore.
B. Northeast Zone
In Q3 FY 2024-25, the BX-2 platform tracked 4 Roads & Highways projects in the Northeast zone, spanning 195 Km with a combined cost of 8,152 INR-Crore. Of these, 2 projects are overseen by the public sector, totaling 5,347 INR-Crore. This accounts for 65.59% of the overall cost. Additionally, 2 public-private venture projects were recorded, with a combined cost of 2,805 INR-Crore, contributing 34.41% to the total.
Leading States in the Northeast Zone Q3 FY 2024-25
In the last quarter, Assam led the Northeast zone with a construction value of 5,066 INR-Crore, representing 62.14% of the total construction expenditure. Arunachal Pradesh followed with a contribution of 2,805 INR-Crore, accounting for 34.41%.

Assam is making substantial strides in enhancing the state’s roads and highways. A total 25,347 INR-Crore worth of road infrastructure projects are currently in the pipeline. Connectivity in Assam is poised for a major transformation, with 63,092 INR-Crore being invested in the development of 1,350 Km of expressways.
The Assam Government is actively reviewing highway development progress. Currently, 726 Km of projects are under construction, costing 27,854 INR-Crore. Additionally, 163 Km of projects have been approved with an investment of 8,799 INR-Crore. Projects in the DPR stage cover 129 Km, with a total value of 16,548 INR-Crore.
Key Stakeholders in the Northeast Zone (Based on Construction Value)
In Q3 of FY 2024-25, BX-2 documented 5 tenders with a total value of 8,468 INR-Crore, in the Northeast zone. Of these, 3 tenders were issued by the NHAI, contributing 7,871 INR-Crore. A notable project involves the widening and improvement of the Kalibor-Numaligarh section of NH 37 (New NH 715). The authority in December 2024 invited the bids for selection of the private developer. The overall project spans approximately 86 Km, with an estimated construction cost of 5,066 INR-Crore.
C. East Zone
In the East zone, 17 Roads & Highways projects were recorded, with a total construction cost of 12,709 INR-Crore, covering a combined distance of 366 Km. Of these, 7 projects are being executed by the public sector, contributing 1,490 INR-Crore. This accounted for 11.72% of the total cost. Meanwhile, 10 projects are under public-private ventures, accounting for 88%, with a combined cost of 11,219 INR-Crore.
Leading States in the East Zone Q3 FY 2024-25
During the third quarter, Odisha and Jharkhand each led with 8 projects in the East zone. Odisha contributed 6,880 INR-Crore, representing 54.13% of the total construction value. Meanwhile, Jharkhand implemented projects worth 5,363 INR-Crore, accounting for 42.20%.

To improve commuter experience and ensure their safety, the Odisha Government has set an ambitious target of constructing 75,000 Km of world-class roads in the next five years. For smooth execution of the plan, line departments such as works, rural development, housing and urban development and water resources, among others, have been given specific targets.
As a part of the plan, the highest of 30,000 Km of roads have been assigned to the rural development department, 22,800 Km to panchayati raj and drinking water department and 15,000 Km has been allotted to the works department.

During this quarter, the East zone recorded a total of 26 tenders with a combined tender cost of 16,901.55 INR-Crore. Additionally, 20 awarded contracts were documented, totaling 7,483.13 INR-Crore. Among them, Ashoka Buildcon Ltd was awarded 4 contracts with a total value of 4,642 INR-Crore. Furthermore, R and C Infraengineers Pvt Ltd was awarded 2 contracts, amounting to 2,266 INR-Crore.
D. West Zone
In the West zone, the BX-2 platform recorded 62 Roads & Highways projects (spanning 356 Km) during Q3 FY 2024-25. These projects were valued at 21,133 INR-Crore. Additionally, the public sector undertook 57 projects worth 17,661 INR-Crore, representing over 83% of the total construction value. Meanwhile, the public-private venture accounted for 5 projects with a combined construction cost of 3,472 INR-Crore.
Leading States in the West Zone Q3 FY 2024-25
In the last quarter, Maharashtra continued to dominate the West zone with 59 projects, valued at 19,251 INR-Crore. This represents over 90% of the zone’s total construction cost. The total length of these projects is 317 Km.

The Mumbai Metropolitan Region Development Authority (MMRDA) has rolled out an elaborate plan to encircle Mumbai with a network of ring roads over the next five years. This 58,000 INR-Crore plan aims to build a series of roads, bridges and tunnels, measuring over 90 Km. At the centre of the mega plan are seven outer and inner ring roads that are currently in various stages of tendering and development. Three key authorities will collaborate with the MMRDA in establishing the ring road network. These include the Brihanmumbai Municipal Corporation (BMC), Maharashtra State Road Development Corporation (MSRDC), and the National Highways Authority of India (NHAI).

Key Stakeholders in the West Zone (Based on Construction Value)
During Q3 FY 2024-25, BX-2 recorded significant activity in the West zone, with 6 owners involved in 62 projects. Of the total, the MoRTH is involved in 23 projects worth a construction cost of 8,285 INR-Crore, spanning 181 Km.
Moreover, 83 awarded contracts with a combined contract value of 75,977 INR-Crore were documented during this period. Notably, 5 of these contracts worth 13,681 INR-Crore were awarded to Navayuga Engineering Company Ltd. Meanwhile, 4 awarded contracts valued at 10,129 INR-Crore were associated with Megha Engineering and Infrastructure Ltd.

E. South Zone
In the South zone, the BX-2 platform tracked 20 Roads & Highways projects. These projects spanning 480 Km were valued at 15,218 INR-Crore. Of these, 5 projects were Public-Private Ventures, valued at 9,163 INR-Crore. The remaining 15 projects will be executed by the Public sector alone, with a value of 6,055 INR-Crore.
Leading States in the South Zone Q3 FY 2024-25
In Q3 of FY 2025, Telangana led the South zone in terms of construction cost, with 6 Roads & Highways projects valued at 8,512 INR-Crore. This accounted for nearly 56% of the total. The projects will cover a combined length of 275 Km.

In a major step towards improving infrastructure in Telangana, the NHAI has invited tenders for the construction and development of the northern corridor of the Regional Ring Road (RRR). This ambitious project involves the development of a 161 Km 4-lane greenfield road, with an estimated cost of 7,104 INR-Crore. The project is divided into five packages, further enhancing the connectivity and facilitating regional growth across Telangana.
Key Stakeholders in the South Zone (Based on Construction Value)
During the last quarter, the South zone saw a significant contribution from the NHAI. It was involved in 18 projects spanning 458 Km, with a construction cost of 14,782 INR-Crore. Notably, NHAI is spearheading 5 projects in Telangana itself, with construction costs exceeding 1,500 INR-Crore.
Additionally, BX-2 tracked 20 tenders valued at 14,755 INR-Crore and 6 awarded contracts worth a total 4,519 INR-Crore. Notably, NHAI is spearheading all these projects.
F. Central Zone
In the Central zone, BX-2 tracked 15 Roads & Highways projects during Q3 FY 2024-25. These covered a distance of 103 Km, with a total construction cost of 4,458 INR-Crore. Of these, 12 public sector projects accounted for 2,496 INR-Crore, while 3 public-private venture projects contributed 1,962 INR-Crore.

Madhya Pradesh continued to lead the Central zone in the third quarter, as all 15 projects documented by BX-2 in this zone are coming up in the state.

In November 2024, the NHAI invited bids for 2 significant road projects in Madhya Pradesh, marking a major push for the state’s road infrastructure development. These projects involve widening the existing 2-lane road to a 4-lane section of NH 39. Covering a total length of 58 Km, the projects are estimated to cost 1,021 INR-Crore.
Key Stakeholders in the Central Zone (Based on Construction Value)
In Q3 FY 2024-25, NHAI and Madhya Pradesh Road Development Corporation Ltd (MPRDCL) emerged as top owners in the Central zone. These are collectively contributing over 95% to the zone’s total construction cost.
Out of the 8 awarded contracts, totaling 1,639 INR-Crore, MPRDCL has awarded 4 contracts. These accounted for nearly 60% of the total contract value. Moreover, the corporation issued 8 tenders, with a combined value of 2,682 INR-Crore, making it the leading issuer in the region.
