Introduction
India’s road infrastructure development is critical to the country’s economic growth. Through significant government investment and policy reforms, India’s road construction continues to grow. The government is bringing back the Build Operate Transfer (BOT) model for road construction which will help share financial risks and speed up project completion.
In the last financial year, the National Highways Authority of India (NHAI) spent a record 2,07,000 INR-Crore on the construction of national highways, the highest capital expenditure ever. On average, 34 km of roads were constructed per day, the second-highest rate of NH construction in the country’s history.
In the Union Budget 2024-25, the government allocated 2.78 Lakh INR-Crore to the Ministry of Road Transport and Highways (MORTH), reflecting continued emphasis on road infrastructure investment

Overview:
During the first quarter of FY 2024-25 (April to June 2024), Biltrax’s BX-2 platform documented 113 Roads & Highways projects across the country, valued at approximately 44,837 INR-Crore. These projects include Highways, Expressways, Bridges, and Flyovers. Out of the 113 projects, 73 were new constructions covering over 2,257 Km at a cost of 32,271 INR-Crore. The remaining projects focused on upgrading existing road segments and minor structural enhancements. Additionally, 117 awarded contracts worth over 50,822 INR-Crore were tracked within this period.

Biltrax tracks projects zone-wise as elaborated below
– North Zone – Delhi, Haryana, Himachal Pradesh, Jammu & Kashmir, Punjab, Rajasthan, Uttar Pradesh, Uttarakhand, Chandigarh, Ladakh.
– Northeast Zone – Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura.
– East Zone – Andaman & Nicobar Islands, Bihar, Jharkhand, Orissa, West Bengal.
– West Zone – Dadra & Nagar Haveli, Daman & Diu, Goa, Gujarat, Maharashtra.
– South Zone – Andhra Pradesh, Karnataka, Kerala, Lakshadweep, Pondicherry, Tamil Nadu, Telangana.
– Central Zone – Madhya Pradesh, Chhattisgarh.

Among the zones, the West and Northeast regions were particularly prominent, together accounting for over 70% of the documented construction value and about 56% of the total project volume.
A. North Zone
Construction Projects in the North Zone
In the North zone, BX2 recorded 12 Roads & Highways projects covering 146 Km with a total construction cost of 3,332 INR-Crore.

Uttar Pradesh and Rajasthan emerged as key states, contributing over 72% of the construction value in the zone. Uttar Pradesh alone accounted for 40% of this value.

The Uttar Pradesh (UP) government has earmarked nearly 45,000 INR-Crore for investments in highways and tertiary roads in the current financial year 2024-25. These projects encompass bridges and over-bridges across the 75 districts of the state. Of the proposed 45,000 INR-Crore, the Public Works Department (PWD) will spend nearly 34,000 INR-Crore, or 75%. The remaining 11,000 INR-Crore will be incurred on projects in the villages, tehsils, block headquarters, international/interstate border roads, roads in sugar mill and industrial areas, as well as roads under the ‘Dharmarth’ (religious tourist circuit) project. Moreover, 800 INR-Crore was allocated for road projects in the industrial and logistics park corridors in Uttar Pradesh.
Key Stakeholders in the North Zone (Based on Construction Value)
The Ministry of Road Transport and Highways (MORTH) was a major developer in the North zone, managing 8 projects worth 2,539 INR-Crore. Notable among these is the construction of a 4-lane Mirzapur bypass, including a bridge over the river Ganga from Km 0.000 to Km 15.000 of NH 135A in the state of Uttar Pradesh, at an estimated cost of 989 INR-Crore.

B. Northeast Zone
Construction Projects in the Northeast Zone
The Northeast zone recorded 35 road projects with a total construction value of 15,720 INR-Crore, covering over 1,000 Km. This region saw the highest number of projects tracked in Q1 FY 2024-25. The Indian government has made significant strides in road infrastructure in the Northeast over the past decade, dedicating 10% of the national budget to road development in this region.

Arunachal Pradesh emerged as the leading state, accounting for over 83% of the total project value in the Northeast zone. A total of 25 projects were recorded in Arunachal Pradesh, with a combined cost of 13,066 INR-Crore.

Key Stakeholders in the Northeast Zone (Based on Construction Value)
MORTH has taken up the development of NH-913 (Arunachal Pradesh Frontier Highway). In Q1 FY 2024-25, BX-2 tracked 24 tenders floated for different sections of this project. This includes Huri-Taliha, Taliha-Tato, Bomdila-Nafra-Lada, Kharsang-Miao-Vijaynagar, Lada to Sarli and Bile-Migging sections. This project alone involves a cost of 12,857 INR-Crore.

C. East Zone
Construction Projects in the East Zone
In the East zone, 11 new road projects were documented, amounting to a construction value of 3,418 INR-Crore. These projects span a total 3,400 Km and include 7 Highways, 3 Bridges, and 1 Expressway.

Bihar was the most dominant state in terms of the construction value having a share of over 53% with 3 projects. Jharkhand followed with 5 projects worth 1,155 INR-Crore.
Key Stakeholders in the East Zone (Based on Construction Value)
Among the 5 owners developing 11 projects in this region, the Ministry of Road Transport and Highways (MORTH) alone is developing 6 projects worth 1,351 INR-Crore. Meanwhile, the National Highways Authority of India (NHAI) is developing a key project that includes four laning of the Patna-Arraha-Sasaram corridor section of NH 119A in Bihar. BX-2 has documented a tender for package 2 of this project at an estimated 1,398 INR-Crore.

D. West Zone
Construction Projects in the West Zone
In the last quarter, 29 road projects worth 15,740 INR-Crore traversing 427 Km were mapped in the West zone.
Leading States in the West Zone Q1 FY 2024-25
Maharashtra emerged as the leader, with a total of 24 road projects spanning 346 Km. In the state budget 2024-25, Maharashtra State Infrastructure Development Corporation (MSIDC) announced that it will undertake road works covering 7,500 Km under the Annuity Scheme Part-2.

Key Stakeholders in the West Zone (Based on Construction Value)
BX-2 has mapped 6 developers in the West zone. Out of this, MORTH has taken up 14 projects worth 5,973 INR-Crore. In addition, BX-2 recorded 23 awarded contracts in the West zone. Wherein, Municipal Corporation of Greater Mumbai (MCGM) has awarded major work contracts for six packages of the Mumbai Coastal Road from Versova to Dahisar. The contract for packages A and F was awarded to APCO Infratech Pvt Ltd, and package B to J Kumar Infraprojects Ltd and NCC Ltd. Meanwhile, Package C and D were awarded to J Kumar Infra and NCC Limited, and Package E to Larsen and Toubro Ltd.

E. South Zone
Construction Projects in the South Zone
BX-2 documented 18 new Road projects with a total construction value of 4,809 INR-Crore covering 327 Km in the South zone.
Leading States in the South Zone Q1 FY 2024-25
Karnataka led the South zone with 7 projects adding up to 2,289 INR-Crore. It had a share of over 47% of the total construction value. Andhra Pradesh had contributed to around 22% of the value (1,069 INR-Crore) with 3 projects.

Key Stakeholders in the South Zone (Based on Construction Value)
Of the total 18 projects recorded in this zone, MORTH is developing 15 projects worth 4,530 INR-Crore. BX-2 has also mapped 14 awarded contracts. In the previous quarter, Karnataka Road Development Corporation (KRDCL) appointed Shrem Group as the private developer for the construction of a road from Kalmala Junction (near Raichur) to Bellary – Lingasugur Junction (near Sindhanur) from Km 0.000 to Km 78.450 of SH – 23 in HAM model. The total cost of this project is 1,238 INR-Crore.

F. Central Zone
Construction Projects in the Central Zone
In the Central zone, the BX-2 platform tracked 8 Roads & Highways projects valued at 1,818 INR-Crore. The total length of these projects is 180 Km.

Key Stakeholders in the Central Zone (Based on Construction Value)
MORTH is the developer of these 8 projects. One key project is the upgradation of the Shahdol – Sagartola Section of NH 543 to 2 lanes with paved shoulders under the Hybrid Annuity Model (HAM) in the state of Madhya Pradesh. The total length of this project is over 69 Km and the cost of construction is 515 INR-Crore.
