This report provides a regional overview of India’s Roads & Highways sector for Q4 FY 2024-25. These analytics, documented by Biltrax Construction Data (hereafter referred to as Biltrax) through the BX-2 platform, explore key trends and major players influencing the region’s construction industry.
Introduction
In Q4 FY 2024–25, the Ministry of Road Transport and Highways (MoRTH) accelerated highway construction to achieve its annual targets. Until December 2024, progress was limited, with only 5,852 Km completed over the first nine months. This slowdown was primarily due to delays in administrative approvals, the enforcement of the election code of conduct, and a growing focus on larger and more complex infrastructure projects that require extended timelines for execution.
To offset the lag, the ministry ramped up capital expenditure in December. Consequently, construction gained momentum, with 2,477 Km of roads and highways completed within the first two months of Q4 alone. In the same period, projects spanning 1,774 Km were also awarded, reflecting a renewed push in the roads and highways Q4 landscape.
As part of this renewed focus, the government unveiled several major initiatives during Q4 FY 2024–25. Union Minister Nitin Gadkari announced plans to upgrade 25,000 Km of 2-lane highways to 4 lanes, backed by a proposed investment of 10 INR-Trillion. Additionally, 16,000 Km of national highways are set to be widened to 6 lanes, with an estimated budget of 6 INR-Trillion. These measures signal a strategic push to transform India’s road network and unlock long-term connectivity potential.

Overview
During Q4 FY 2024–25 (January to March 2025), Biltrax’s BX-2 platform tracked 128 projects in the roads and highways segment. The total estimated construction cost stood at 60,225 INR-Crore (7.26 USD-Billion). These included highways, expressways, bridges, and flyovers—key categories within the country’s broader roads & highways infrastructure. Of these, 48 were new road development projects, covering over 1,223 Km and amounting to 36,855 INR-Crore. The remaining projects focused on upgrading existing road stretches and undertaking structural enhancements.
In terms of contracts awarded, BX-2 monitored 110 projects during this period, with a combined construction cost of over 65,467 INR-Crore. These underline the steady momentum observed in the roads and highways pipeline for Q4.

During Q4 FY 2024-25, the South zone recorded the highest activity in Roads & Highways projects, surpassing the West zone, which had led for the previous three quarters. BX-2 tracked 22 projects in this zone, with a combined construction cost of 15,355 INR-Crore. Meanwhile, the West zone followed closely with projects totaling 14,457 INR-Crore.

A. North Zone
In Q4 FY 2024-25, the BX-2 platform mapped 26 Roads and Highways projects across the North zone. These developments reflect a total estimated construction cost of 9,028 INR-Crore. Among these, 8 projects involved new road construction. These new projects spanned a total length of 125 Km and were valued at 2,799 INR-Crore. Additionally, BX-2 identified 33 tenders and 14 awarded contracts, with a combined contract value of 10,452 INR-Crore in the North zone.
Leading States in the North Zone Q4 FY 2024-25
Uttar Pradesh emerged as a key contributor in terms of project cost. During Q4 FY 2024-25, BX-2 tracked four major projects in the state, amounting to a combined value of 2,964 INR-Crore. All four focused on upgrading existing road stretches, aimed at enhancing overall connectivity. Meanwhile, Rajasthan led the zone in terms of project count. The state saw nine projects during the quarter, with a cumulative construction cost of over 2,100 INR-Crore.

This activity aligns with a broader infrastructure push led by the National Highways Authority of India (NHAI). More than 15,000 INR-Crore has been earmarked to enhance Uttar Pradesh’s highway network, aiming to improve cargo and passenger movement across key urban and semi-urban hubs like Kanpur, Bareilly, Barabanki, Bahraich, Agra, Aligarh, and Gorakhpur. While detailed project reports (DPRs) are already in place for some developments, others are currently undergoing the bidding process.
Subsequently, two major expressway projects are expected to further boost Uttar Pradesh’s connectivity. These include the Ganga Expressway, which spans 12 districts, and the 91 Km-long Gorakhpur Link Expressway.

Once completed, the state will feature a total of nine access-controlled expressways. This will further push the overall expressway length beyond 1,900 Km. At present, Uttar Pradesh accounts for nearly 47% of the country’s expressway network. This reinforces its position as a national leader in road infrastructure development.
Key Stakeholders in the North Zone (Based on Construction Value)
In Q4, BX-2 tracked several key developments across the North zone, identifying 9 active project owners. Among them, the NHAI and the U P Expressways Industrial Development Authority (UPEIDA) stood out as the leading stakeholders. Both authorities are currently executing major infrastructure projects, each valued at over 1,300 INR-Crore.
NHAI was particularly active during the quarter. The authority issued 22 tenders with a cumulative value of 7,395 INR-Crore, a significant portion of which were concentrated in Rajasthan. Meanwhile, G R Infraprojects emerged as the top awardee. The company secured a contract for the development of a 6-lane access-controlled Agra–Gwalior greenfield highway, valued at 4,262 INR-Crore. During the same period, SKS Infra Projects Private Limited and Gawar Construction Limited each won two contracts worth 1,451 INR-Crore and 897.99 INR-Crore, respectively.
B. Northeast Zone
During Q4 FY 2024-25, the BX-2 platform tracked 13 Roads and Highways projects across the Northeast zone. These developments reflected a total construction outlay of 5,410 INR-Crore. Out of the total, 7 projects involved new road construction, spanning 289 Km. These accounted for an estimated construction cost of 3,290 INR-Crore.
Leading States in the Northeast Zone Q4 FY 2024-25
Assam led the zone in terms of project value during the quarter. A total of 5 major projects were tracked in the state, of which 4 were new developments. These new road construction projects spanned 20 Km with a combined construction cost of 1,859 INR-Crore. These contributed to nearly 34% of the total project cost recorded in the region. Meanwhile, Arunachal Pradesh saw notable activity, with 4 new construction projects covering 113 Km.

A major highlight for the Northeast zone during the last quarter was the Advantage Assam 2.0 investor summit. The event was held in Guwahati between February 25–26, 2025. During this, Union Minister of Road Transport and Highways, Nitin Gadkari, announced infrastructure projects worth 55,000 INR-Crore for Assam, reinforcing the state’s growing importance in the region’s infrastructure push.
Key announcements included:
- A 12 Km underwater tunnel between Gohpur and Numaligarh, valued at 15,000 INR-Crore. The DPR is completed, and the project has received clearance from the Ministry of Defence.
- A 25,000 INR-Crore 4-lane express highway connecting Guwahati to Panchgram via Barapani.
- A 6,000 INR-Crore Kaziranga Elevated Corridor to improve connectivity.
- A 5,800 INR-Crore Guwahati Ring Road Project to ease traffic congestion.
- A 3,225 INR-Crore road to enhance connectivity between Jagiroad and Bhutan via Bhairabkunda.

Key Stakeholders in the Northeast Zone (Based on Construction Value)
In Q4, the Northeast zone witnessed active participation from 24 key stakeholders in the roads and highways segment. These included 7 project owners, 12 consultants, and 5 contractors, each playing a role in advancing the region’s infrastructure goals.
At the center of this momentum was the National Highways & Infrastructure Development Corporation Limited (NHIDCL). The authority stood out not just in the number of projects tracked, but also in tenders issued and contracts awarded. This further cemented its position as a key driver of road infrastructure in the region. Notably, Bhartia Infra Projects Limited secured three major contracts awarded by NHIDCL. Together, these contracts carried a total construction cost of 1,200 INR-Crore.
Additionally, two key road projects under the Public Works Department (PWD), Manipur, were tracked during the quarter. Together, these projects span 122 Km and carry a combined construction cost of 912 INR-Crore. One of the projects is currently in the tendering stage. Meanwhile, the other—Imphal East Division (ED–2), Package 3—has already been awarded to a joint venture between AMR India Limited and Ircon International Limited.
C. East Zone
In the last quarter of FY 2024-25, the East zone recorded steady momentum in the roads and highways sector. A total of 20 projects were tracked on the BX-2 platform, representing a construction outlay of 10,126 INR-Crore. Of these, 11 were new construction projects, spanning 204 Km. These new initiatives alone contributed over 80% of the total construction cost in the zone.
The quarter also saw 21 tenders issued and 18 contracts awarded, with a combined value exceeding 8,500 INR-Crore—a clear indicator of active groundwork and project execution.
Leading States in the East Zone Q4 FY 2024-25
Odisha emerged as the top-performing state in the East zone. The state accounted for 11 of the 20 projects tracked, with a cumulative construction value of 8,112 INR-Crore, contributing more than 80% of the zone’s total project value. Moreover, 10 of the 18 awarded contracts were located in Odisha, reinforcing the state’s dominance in regional infrastructure activity.

Backed by this momentum, the Odisha Government has laid out an ambitious plan to transform its road network over the next five years. As part of this effort, the state aims to build 15,000 Km of advanced roads.

Additionally, the Works Department has proposed the development of 29,610 Km of various road types. This includes:
- 4,112 Km of State Highways (SHs),
- 2,632 Km of Major District Roads (MDRs), and
- 22,866 Km of Other District Roads (ODRs).
Alongside this, 5,753 Km of National Highways (NHs) are also planned for construction and maintenance.
To further improve urban mobility, an elevated corridor is being planned from Jaydev Vihar to Nandankanan in Bhubaneswar. Additionally, new flyovers are proposed at Kalpana Square and Museum Square, easing traffic congestion in the city.
Key Stakeholders in the East Zone (Based on Construction Value)
Several prominent stakeholders were active in the East zone during Q4. These included:
- Odisha Bridge & Construction Corporation Limited (OBCC),
- Ministry of Road Transport and Highways (MoRTH), and
- Government of Odisha Works Department
Each organization was involved in three projects and collectively contributed to 10 awarded contracts and 9 tenders during the quarter. NHAI also played a significant role. It issued 12 tenders worth 9,077 INR-Crore and awarded 9 contracts valued at 7,339 INR-Crore.
Among contractors, Agrawal Infrabuild Private Limited stood out. The company secured three contracts from NHAI in Odisha, amounting to a total value of 2,041 INR-Crore. Notably, it is also a co-owner in two of these projects, marking its strong presence in the region.
D. West Zone
In Q4 FY 2024-25, the West zone continued to show steady progress in the roads and highways segment. BX-2 tracked 29 projects in the region, with a combined construction cost of 14,457 INR-Crore. This accounted for nearly 24% of the national total for the quarter. The quarter also saw 27 contracts awarded in the zone. Notably, 8 of these contracts were each valued above 2,000 INR-Crore, indicating a strong pipeline of high-value developments. Concurrently, the platform tracked 33 tenders, with 26 focused on selecting General, Turnkey, or EPC contractors, reflecting growing execution-stage momentum.
Leading States in the West Zone Q4 FY 2024-25
Maharashtra emerged as the leading contributor in the West zone. The state alone contributed over 95% of the zone’s total construction value. This was largely due to the presence of multiple large-scale projects and contracts, some of which were among the highest-valued nationally in the quarter.

Key Stakeholders in the West Zone (Based on Construction Value)
Notably, all 29 projects tracked in the West zone were led by just six project owners. Among them, the Maharashtra State Infrastructure Development Corporation (MSIDC) played a prominent role. It was involved in seven projects. These collectively valued at more than 7,300 INR-Crore—the highest combined contribution among all project owners in the region. One standout project under MSIDC is the proposed 6-lane elevated highway corridor from Pune to Shirur, stretching 53 Km. This project alone commands an estimated cost of 5,992 INR-Crore, making it one of the most capital-intensive developments in the zone.
Additionally, the Maharashtra State Road Development Corporation Limited (MSRDC) made significant headway. BX-2 mapped 11 contracts awarded by MSRDC during the quarter, representing a total value of 22,039 INR-Crore.
Among the major contractors, Afcons Infrastructure Limited emerged as a key player, securing three contracts. APCO Infratech Private Limited and H.G. Infra Engineering Limited (HGIEL) followed closely, each winning two contracts. These awards reflect Maharashtra’s continued commitment to building a future-ready road network through strategic partnerships with experienced contractors.

E. South Zone
In Q4 FY 2024-25, the South zone emerged as the leading performer for roads and highways projects, contributing over a quarter of the national construction value. BX-2 tracked 22 major projects in the region, including 8 new road constructions. Together, these spanned 354 Km and were valued at 12,668 INR-Crore. Additionally, the platform documented 25 tenders and 23 awarded contracts during the quarter.
Leading States in the South Zone Q4 FY 2024-25
Karnataka was the key driver of growth in the South zone, with 4 major projects valued at 6,274 INR-Crore. Notably, 3 of these were new road construction projects, contributing 6,184 INR-Crore, spanning 192 Km. Karnataka also topped the zone in terms of contract value, accounting for nearly 35% of the total recorded during the quarter.

In line with its ongoing commitment to infrastructure, the Karnataka Government has unveiled an ambitious 9,000 INR-Crore plan aimed at enhancing Bengaluru’s road network. This includes the construction of 110 Km of elevated corridors across the city. These corridors will further alleviate traffic congestion and improve overall urban mobility.
Additionally, the state Government proposed the development of two tunnel roads spanning 40 Km to offer alternative routes and ease surface-level traffic. This initiative is part of the state’s comprehensive decongestion strategy. The DPRs for these tunnels have already received Government approval, while the tendering process is expected to begin shortly. Further bolstering these efforts, the state also proposed the creation of a 64.3 Km “double-decker road” system. This will serve as another innovative solution to address traffic challenges in Bengaluru.

Additionally, the state Government proposed the development of two tunnel roads spanning 40 Km to offer alternative routes and ease surface-level traffic. This initiative is part of the state’s comprehensive decongestion strategy. The DPRs for these tunnels have already received Government approval, while the tendering process is expected to begin shortly. Key Stakeholders in the South Zone (Based on Construction Value)
The final quarter of FY 2024-25 saw strong activity across the South zone’s roads and highways segment. BX-2 monitored tenders worth 6,274 INR-Crore during this period, with Karnataka again leading the zone prominently. Karnataka Road Development Corporation Limited (KRDCL) and the NHAI emerged as the primary contributors to this activity. NHAI alone spearheaded three high-value projects in Karnataka, with a combined construction cost of over 2,300 INR-Crore.
Simultaneously, MoRTH awarded 12 contracts totaling more than 3,300 INR-Crore. Of these, KCVR Infra Projects Private Limited secured 4 contracts, all based in Andhra Pradesh. Additionally, SRC Infra Developers Private Limited was awarded 2 contracts as General/Turnkey/EPC Contractor.
F. Central Zone
The Central Zone maintained a steady performance in the concluding quarter of FY 2024-25, with 18 projects tracked on the BX-2 platform. These projects represented a total construction outlay of 5,849 INR-Crore, contributing approximately 10% to the national total. The platform also identified 21 tenders in the region, of which 14 remained open for bidding. Furthermore, 19 contracts were awarded during this period, collectively valued at 7,620 INR-Crore.
Leading States in the Central Zone Q4 FY 2024-25
During Q4, Madhya Pradesh emerged as the sole contributor to the Central zone’s roads and highways activity. BX-2 tracked 18 projects in the state, including 8 new road developments spanning 171 Km. These new projects alone were valued at 2,790 INR-Crore. The state also accounted for 17 out of all contracts awarded in the zone, with a total contract cost of 5,898 INR-Crore.

This strong performance is backed by major infrastructure commitments. At the Global Investors’ Summit 2025, the Madhya Pradesh Government signed an MoU worth 1 Lakh INR-Crore with NHAI. The agreement outlines the development of around 4,010 Km of roads across the state.
Key proposals under this plan include high-speed greenfield corridors such as Bhopal–Indore and Bhopal–Jabalpur. Other notable routes in the pipeline are the Prayagraj–Jabalpur–Nagpur corridor, Lakhnadon–Raipur expressway, Agra–Gwalior highway, and Ujjain–Jhalawar highway. The Indore ring road project, which includes both western and eastern bypasses, is also a part of this roadmap. Additionally, the state plans to upgrade several stretches like Jabalpur–Damoh, Satna–Chitrakoot, and Rewa–Sidhi, along with a four-lane bypass on Gwalior’s western edge.
Key Stakeholders in the Central Zone (Based on Construction Value)
In the last quarter, four key project owners drove roads and highways activity in the Central zone. Among them, NHAI played a prominent role, spearheading 8 projects. The authority also floated 10 tenders and awarded an equal number of contracts in the region. These contracts together carried a construction cost of 6,508 INR-Crore.
Three private players stood out during this period. Velji Ratna Sorathia Infra Private Limited, MKC Infrastructure Limited, and Bansal Construction Works Private Limited secured the highest number of contracts. Each of these firms also posted strong contract values, reinforcing their position as key contributors to the zone’s infrastructure momentum.
