Biltrax plays a pivotal role in tracking and analyzing construction projects across India. As of August 2024, Biltrax monitors 52,150 live construction projects. These encompass more than 17.03 Billion-SqFt of construction area and a total estimated construction value of 9,889,845 INR-Crore (1.16 USD-Trillion). Overview:
The Jal Jeevan Mission, a flagship program, continues to be the primary driver for rural water supply in India. As of August 12, 2024, the mission has successfully provided tap water connections to 11.82 Crore additional rural households, bringing the total coverage to more than 15.07 Crore households, which accounts for 77.98% of all rural households in India. The union government proposed an allocation of 70,163 INR-Crore for the Jal Jeevan Mission (JJM) in Budget 2024-25. India’s water supply infrastructure witnessed significant advancements during the last quarter. As the summer months intensified the demand for reliable water supply, key initiatives like JJM and AMRUT 2.0 played a pivotal role in addressing water scarcity and improving water infrastructure.
During Q1 FY 2024-25 (April to June 2024), Biltrax’s BX-2 platform documented 347 Water projects across the country, valued at approximately 33,833 INR-Crore.

– North Zone – Delhi, Haryana, Himachal Pradesh, Jammu & Kashmir, Punjab, Rajasthan, Uttar Pradesh, Uttarakhand, Chandigarh, Ladakh.
– Northeast Zone – Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura.
– East Zone – Andaman & Nicobar Islands, Bihar, Jharkhand, Orissa, West Bengal.
– West Zone – Dadra & Nagar Haveli, Daman & Diu, Goa, Gujarat, Maharashtra.
– South Zone – Andhra Pradesh, Karnataka, Kerala, Lakshadweep, Pondicherry, Tamil Nadu, Telangana.
– Central Zone – Madhya Pradesh, Chhattisgarh.

The West zone was the most prominent in terms of project value, accounting for over 36%. BX-2 documented 73 projects in the West zone having a combined cost of 12,378 INR-Crore.
A. North Zone
Construction Projects in the North Zone
In the North Zone, Biltrax’s BX-2 platform documented 96 water projects with a combined construction cost of 7,237 INR-Crore. Among these, the Song Dam Drinking Water Project at Sondana stands out. This significant initiative, being developed by the Uttarakhand Project Development and Construction Corporation Ltd (UPDCC), is valued at 1,306 INR-Crore.
Leading States in the North Zone Q1 FY 2024-25
Rajasthan emerged as the top state in terms of project value, with 20 projects totaling 3,216 INR-Crore. Uttar Pradesh followed, with 25 projects amounting to 1,667 INR-Crore. Notably, the Rajasthan government has allocated 15,000 INR-Crore in its FY 2024-25 budget to provide tap water to 2.5 million rural households. Additionally, 20,370 INR-Crore has been earmarked for six JJM-related projects covering 5,846 villages. In Uttarakhand, the state budget for 2024-25 includes 1,587 INR-Crore for major irrigation projects and 700 INR-Crore for the Jamarani Dam Multipurpose Project under the PM-Krishi Sinchayee Yojana.

Key Stakeholders in the North Zone (Based on Construction Value)
Among the total value of 7,237 INR-Crore recorded in the North Zone, the Rajasthan Public Health Engineering Department (RPHED) alone is managing projects worth 2,101 INR-Crore, accounting for approximately 29% of the total. In terms of project quantity, the Public Health Engineering Department (HPHED), Haryana is overseeing the majority of projects. Notably, GVPR Engineers Ltd is serving as the General/Turnkey/EPC Contractor for the Kaliteer Lift Scheme at Dholpur, Rajasthan. This project, undertaken by the Rajasthan Water Resource Department (RWRD), is valued at 706 INR-Crore.

B. Northeast Zone
Construction Projects in the Northeast Zone
In Q1 FY 2024-25, the BX-2 platform documented 10 water projects in the Northeast Zone, with a total construction value of 131 INR-Crore. Water supply initiatives in Northeast India are experiencing significant advancements. As of September 2024, both Arunachal Pradesh and Mizoram have achieved 100% coverage under the Har Ghar Jal scheme, providing functional household tap connections to every rural home.

Meghalaya emerged as the leading state in the previous quarter, with 6 projects documented at a total cost of 122 INR-Crore. Additionally, Assam and Tripura are poised for increased activity in the water sector, supported by substantial budgetary allocations. The Assam government has allocated 1,586 INR-Crore for capital outlay on flood control projects, while Tripura has earmarked 665 INR-Crore for water supply and sanitation initiatives.

The Meghalaya State Watershed & Wasteland Development Agency (MSWWDA) is solely responsible for developing 6 projects worth 122 INR-Crore.

C. East Zone
Construction Projects in the East Zone
In the East Zone, 27 new water projects were documented in Q1 FY 2024-25, with a total construction value of 2,013 INR-Crore. Additionally, 22 awarded contracts worth 1,375.84 INR-Crore were recorded.

Odisha emerged as the most prominent state in this zone, accounting for over 50% of the total project value. The state saw 17 new projects with a combined cost of 1,014 INR-Crore. Notably, the Odisha state government has extended its command area development and water management scheme for five years, from 2024-25 to 2028-29. This scheme, with an outlay of 763.47 INR-Crore, aims to support the construction of a 2,400 Km field channel network across 80,000 hectares of command area.
Key Stakeholders in the East Zone (Based on Construction Value)
The Water Corporation of Odisha (WATCO) is involved in 14 of the 27 projects, with a total project cost of 772 INR-Crore. The majority of these projects are part of the Bhubaneswar water supply scheme. Biltrax’s BX-2 platform has mapped tenders for 12 packages of this scheme, with a combined project value of 741 INR-Crore.

D. West Zone
Construction Projects in the West Zone
In the last quarter, BX-2 documented 73 water projects in the West Zone, with a total construction value of 12,378 INR-Crore, alongside 55 awarded contracts valued at 10,665 INR-Crore.
Leading States in the West Zone Q1 FY 2024-25
The highest number of projects were documented in Maharashtra, with 45 projects combining for a total cost of 8,750 INR-Crore. Gujarat followed with 26 projects valued at 3,611 INR-Crore. A notable achievement in June 2024 was Mumbai’s water tunnel network crossing the 100 Km milestone, highlighted by the completion of a 9.7 Km underwater tunnel. This makes Mumbai only the second city globally, after New York, to have a 100 Km water supply tunnel network.

Key Stakeholders in the West Zone (Based on Construction Value)
The 73 projects valued at 12,378 INR-Crore are being developed by 31 different owners. Among these, Vidarbha Irrigation Development Corporation, Nagpur, is handling projects worth 3,882 INR-Crore. On the contractor front, Megha Engineering and Infrastructure Ltd is managing 3 major projects with a total project value of 4,414 INR-Crore. This includes the construction of an automated pressurized pipe distribution network system at Jigaon, Buldhana, Maharashtra, with a total project cost of 3,421 INR-Crore.

E. South Zone
Construction Projects in the South Zone
In Q1 FY 2024-25, the South zone recorded the highest number of water projects, with 116 projects valued at 7,783 INR-Crore.

Tamil Nadu emerged as the leader in the South zone, with 44 projects totaling 3,588 INR-Crore, representing approximately 46% of the total project value for the region. Karnataka followed closely, contributing over 42% of the zone’s project value with significant developments.

Key Stakeholders in the South Zone (Based on Construction Value)
Biltrax mapped 52 project owners in the South zone. Among them, the Karnataka Urban Water Supply and Drainage Board (KUWSDB) stood out as the leading owner, taking up 16 projects with a total value of 1,517 INR-Crore. Additionally, 11 contractors were identified, with Kevadiya Construction Pvt Ltd managing 6 projects at a combined cost of 650 INR-Crore.

F. Central Zone
Construction Projects in the Central Zone
In the Central zone, the BX-2 platform identified 25 water projects with a total construction value of 4,291 INR-Crore. Additionally, 41 awarded contracts, valued at 3,785 INR-Crore, were documented in the quarter. Among these, a notable contract for the Lift Micro Irrigation project in Khandwa was awarded to Laxmi Civil Engineering Services Pvt Ltd worth more than 1,526 INR-Crore.

Madhya Pradesh emerged as the leading state in terms of water projects, with 24 projects valued at 4,276 INR-Crore. Additionally, the Prime Minister laid the foundation stone for the ‘Talavada Project,’ a significant drinking water supply initiative that will benefit over a thousand villages in Dhar and Ratlam. Moreover, 14 urban water supply schemes under AMRUT 2.0 were launched, providing reliable water access to more than 50,000 urban households across multiple districts of Madhya Pradesh. These developments underscore the state’s strong commitment to enhancing water infrastructure and services across its regions.

Key Stakeholders in the Central Zone (Based on Construction Value)
The BX-2 platform tracked 18 owners engaged in these projects, with the Madhya Pradesh Water Resource Department (MPWRD) overseeing three major projects totaling 3,354 INR-Crore. Among these, the Pressurized Pipe Irrigation System at Sihawal in Sidhi, Madhya Pradesh stands out with a project cost of 3,264 INR-Crore, representing a significant effort to improve irrigation infrastructure in the region.
