This report provides a regional overview of India’s Water supply and distribution sector for Q3 FY 2024-25. These analytics, documented by Biltrax Construction Data (hereafter referred to as Biltrax) through the BX-2 platform, explore key trends and major players influencing the region’s construction industry.
Introduction
India’s water infrastructure is rapidly evolving to meet the growing demands of its population and economy, with a strong emphasis on modernizing systems and addressing regional disparities. Flagship programs like the Jal Jeevan Mission (JJM) and AMRUT 2.0 are transforming rural and urban water systems through sustainable solutions, while the Swachh Bharat Mission (SBM) integrates water supply with sanitation, ensuring a comprehensive approach to public health.
As of January 2025, the Government of India released 21,825.23 INR-Crore to 25 eligible states for implementing the Jal Jeevan Mission. Furthermore, under AMRUT 2.0, a central assistance of 66,750 INR-Crore was allocated to various projects. Of this, 63,976.77 INR-Crore was approved, with 11,756.13 INR-Crore released so far. States and UTs have reported utilization of 6,539.45 INR-Crore of the central share.
In addition to these efforts, Prime Minister Narendra Modi launched and laid the foundation for several sanitation and cleanliness projects, collectively worth over 9,600 INR-Crore. These projects include initiatives under AMRUT, AMRUT 2.0, the National Mission for Clean Ganga, and the GOBARdhan Scheme. Notably, over 6,800 INR-Crore of this amount will go towards enhancing urban water and sewage systems, reinforcing the government’s commitment to building robust water infrastructure across the country.

These encompass more than 17.59 Billion-SqFt of construction area and a total estimated construction value of 10,572,299 INR-Crore (1.24 USD-Trillion).
Overview
In Q3 FY 2024-25, Biltrax’s BX-2 platform tracked 397 water infrastructure projects worth 22,754 INR-Crore. Notably, the Water and Sewerage Pipelines sub-segment led the count with 255 projects. Meanwhile, 83 projects of Sewage and Effluent Treatment were recorded. Furthermore, other active sub-segments included Water Treatment Plants, Irrigation Schemes, Dams, and Water Tunnels.
In addition, the platform documented 484 tenders valued at 28,909 INR-Crore and 422 awarded contracts with a combined value of 52,525 INR-Crore.

The South zone, primarily driven by Karnataka, led with 170 projects, contributing 33.64% to the total construction value. These projects amounted to nearly 7,655 INR-Crore. The Central zone followed with 59 projects, valued at 5,150 INR-Crore, accounting for 22.63%.

A. North Zone
During the third quarter, BX-2 recorded 94 water projects in the North zone, with a construction cost of 4,473 INR-Crore. Among them, the Water and Sewerage Pipelines sub-segment stood out, with 81 projects worth 3,535 INR-Crore. Additionally, 111 tenders worth 4,929 INR-Crore and 63 awarded contracts totaling 4,722 INR-Crore were documented.

In Q3 FY 2024-25, Rajasthan emerged as the dominant state in the North zone with 54 projects, contributing a construction value of 3,351 INR-Crore. This accounted for 74.92% of the zone’s total cost.

Key Stakeholders in the North Zone (Based on Construction Value)
The North zone witnessed significant activity during the previous quarter. A total of 13 owners contributed to the zone’s development. Among them, the Rajasthan Public Health Engineering Department (RPHED) led with 29 projects worth 2,669 INR-Crore. Meanwhile, Afcons Infrastructure Ltd stood out as the top awardee, securing 2 contracts valued at 1,777 INR-Crore. Additionally, 9 awarded contracts of RPHED worth 2,082 INR-Crore were mapped. BX-2 also documented 30 tenders from the department, totaling 2,679.95 INR-Crore.
B. Northeast Zone
In Q3 FY 2024-25, BX-2 recorded significant activity in water infrastructure development in the Northeast zone. A total of 23 water projects were documented, with a combined cost of 646 INR-Crore during this period. Notably, the Water Treatment Plant sub-segment was the most prominent, accounting for 8 projects worth 433 INR-Crore. Additionally, 24 tenders were recorded, totaling 649 INR-Crore.

During the third quarter, Assam stood out as the leading state in the Northeast zone, contributing significantly to the zone’s water infrastructure development. The state accounted for 15 projects with a construction value of 453 INR-Crore, representing 70% of the total construction value in the zone.

Key Stakeholders in the Northeast Zone (Based on Construction Value)
BX-2 recorded activity from 8 owners in the Northeast zone, during Q3 FY 2024-25. The Office of Mission Director, Assam, emerged as the top contributor, managing 9 projects valued at 275 INR-Crore. These accounted further for 43% of the zone’s total construction value.
A notable project during this period was the “implementation of a water supply scheme with 24×7 drink-from-tap facility in Jorhat town“. This project was awarded by the Public Health Engineering Department, Assam (APHED), to Anupam Nirman Pvt Ltd, with a construction cost of 168 INR-Crore. This project is crucial for ensuring safe drinking water and improving public health in Jorhat town.
C. East Zone
During Q3 FY 2024-25, BX-2 tracked 12 water supply and distribution projects in the East zone, with a combined construction cost of 154 INR-Crore. Additionally, 14 tenders were documented, amounting to a total tender value of 225 INR-Crore.

In the last quarter, both Odisha and West Bengal recorded 6 projects each in the East zone. Odisha led in terms of construction value, contributing 116 INR-Crore, which represented 75% of the total value.

The Odisha Government’s supplementary budget for FY 2024-25 demonstrates a significant emphasis on water infrastructure development. Major allocations include 221.18 INR-Crore for Panchayati Raj & Drinking Water, 346.68 INR-Crore for Water Resources, 50 INR-Crore for Lift Irrigation (RIDF), and 220 INR-Crore for Urban Water Supply. Additionally, 592 INR-Crore has been assigned to the Swachha Bharat Abhiyan.
Key Stakeholders in the East Zone (Based on Construction Value)
Over this financial quarter, the East zone recorded activity from 8 owners, with the Water Corporation of Odisha (WATCO) emerging as the leading contributor. The corporation took on 4 projects valued at 102 INR-Crore. These projects alone accounted for more than 65% of the zone’s total construction value.
Furthermore, a total of 33 awarded contracts were documented, with an aggregated value of 867 INR-Crore. Notably, East India Udyog Ltd was awarded 4 contracts by WATCO for the ‘Water Supply Scheme in Bhubaneswar, covering Packages II, VI, VII, and IX. In addition, both the Public Health Engineering Department (WBPHED), West Bengal and the Public Health Engineering Organisation (OPHEO),Odisha each awarded 11 contracts.
D. West Zone
During Q3 2024-2025, BX-2 tracked 39 water infrastructure projects with a combined construction cost of 4,676 INR-Crore in the West zone. Additionally, 43 tenders were documented, totaling 4,936 INR-Crore. The zone also recorded 120 awarded contracts, with an aggregated value of 18,706 INR-Crore.

Maharashtra stood out as a dominant force in the West zone for water infrastructure projects in the last quarter. The state mapped 25 projects, with a construction cost of 4,270 INR-Crore. This accounted for over 90% of the zone’s total value.

The Maharashtra Cabinet approved two major river-linking projects: the Damanganga-Vaitarna-Godavari and Damanganga-Ekdare-Godavari projects, with a combined value of 15,710 INR-Crore. These initiatives are aimed at resolving water scarcity issues in the North Maharashtra and Marathwada regions. For the Damanganga-Vaitarna-Godavari project, the Cabinet allocated 13,497 INR-Crore. It will have 160.97 MLD of water capacity, along with an irrigation potential of 33,110 Ha of land.
Moreover, the Damanganga-Ekdare-Godavari project received 2,213 INR-Crore, with a capacity of 100 MLD of water. The project is further set to irrigate 12,998 Ha and significantly transform the Sinnar taluka in Nashik district.
Key Stakeholders in the West Zone (Based on Construction Value)
In the West zone, a total of 27 owners and 22 contractors were documented during the quarter, with Brihanmumbai Municipal Corporation (BMC) emerging as the top contributor. Additionally, 2 awarded contracts from the corporation, amounting to 5,202 INR-Crore, were recorded. Notably, one of the major projects by the corporation was the ‘Tertiary Treated Water Conveyance Tunnel from Ghatkopar to Bhandup (Package I)’, valued at 1,900 INR-Crore. This project was awarded to Welspun Enterprises Ltd. Furthermore, the BX-2 platform recorded 25 awarded contracts by Maharashtra Krishna Valley Development Corporation with a combined value of 3,134.65 INR-Crore.

E. South Zone
In Q3 of FY 2024-25, the BX-2 recorded 170 water infrastructure projects in the West zone, with a total construction cost of 7,655 INR-Crore. Additionally, 211 tenders and 147 awarded contracts were documented during this period.

Karnataka emerged as the leading state in the South zone. The state recorded 60 projects with a construction value of 2,517 INR-Crore, accounting for 33% of the zone’s total construction cost.

Key Stakeholders in the South Zone (Based on Construction Value)
The South zone recorded 65 owners in the third quarter of FY 2024-25. Among them, the Kerala Water Authority (KWA) and the Public Health & Municipal Engineering Department, Telangana, collectively undertook 45 projects valued at 2,699 INR-Crore.
The zone recorded 147 awarded contracts worth 10,735 INR-Crore. Additionally, 211 tenders amounting to 8,859 INR-Crore were tracked. Notably, 4 tenders from the Public Health & Municipal Engineering Department, valued at 1,185 INR-Crore, and 3 awarded contracts worth 2,319 INR-Crore were documented. Furthermore, 70 tenders from KWA, totaling 1,973 INR-Crore, and 45 contracts valued at 1,139 INR-Crore were recorded.
F. Central Zone
In Q3 FY 2024-25, the BX-2 mapped 59 water projects in the Central zone, with a total construction cost of 5,150 INR-Crore. Among these, the Dam sub-segment, in particular, contributed 2 projects, with a total value of 3,696 INR-Crore. Additionally, 81 tenders were documented, totaling 9,310 INR-Crore.

Madhya Pradesh led the Central zone, with 51 projects and a combined construction value of 5,087 INR-Crore. This represented a remarkable 98% of the zone’s total construction value.

The Ken-Betwa river-linking project represents a major leap in enhancing water infrastructure in Madhya Pradesh. PM Modi laid the foundation stone for this transformative project on December 25, 2024. The project will cost an estimated 45,000 INR-Crore. This project will meet the drinking as well as irrigation water needs of 10 districts in Madhya Pradesh and various districts of Uttar Pradesh. By transferring surplus water from the Ken River to the Betwa River, the Ken-Betwa Link Project (KBLP) will further improve water availability in the state.
Key Stakeholders in the Central Zone (Based on Construction Value)
During Q3 of FY 2024-25, BX-2 documented 41 owners in the Central zone. A total of 43 awarded contracts were outlined, with a combined value of 4,936 INR-Crore. Notably, 13 awarded contracts from the Narmada Valley Development Authority (NVDA) and the Madhya Pradesh Water Resource Department (MPWRD), with a total value of 12,070 INR-Crore, were mapped by BX-2. Among these, HES Infra Pvt Ltd secured 2 major contracts from MPWRD, valued at 4,960.89 INR-Crore.
